TPD Releases 2023 Annual Report

Some highlights:
- All the effort poured into Place Network Investigations (PNI) and Problem-Oriented Precision Policing (POPP) paid off in a reduction in violent gun crime.
- New approaches to investigating these crimes resulted in an even more impressive homicide clearance rate than last year, as well as apprehending suspects before they have an opportunity to offend again.
- TPD was designated a Crime Gun Intelligence Center (CGIC) by the U.S. Department of Justice and our increased capacity to analyze ballistic evidence is yielding dividends.
- Staffing remains a challenge, but we succeeded in cutting attrition in half.
- TPD continues to invest in, and commit to, employee wellness - which most likely contributed to the reduction in attrition.

Shoplifting, Assault Suspect Captured Through Teamwork
On March 23, 2024, a male suspect entered a retail establishment in the 3600 block of East Grant Road and grabbed several items of merchandise. He then walked past all points of sale without paying for the items. When he was confronted by employees, the suspect chose to assault one of them before fleeing on foot.
This location is in the Operations Division Midtown (ODM) PNI (Place Network Investigations) operating area, and officers are familiar with many of the individuals engaging in criminal activity in the area. They were able to quickly identify the suspect. A lineup was shown to the victim, who positively identified the suspect, and a stop and arrest was placed but the male was not immediately located.
On March 24th, while conducting proactive policing in the 3900 block of East Grant Road (still in the PNI area), CSO Lori Oien observed the suspect just north of a restaurant with two other individuals. She recognized him from an internal flyer regarding the previous incident. Once she positively identified him, she immediately contacted Midtown Community Response Team (CRT) officers, while keeping an eye on the suspect and directing them to his whereabouts. CRT officers contacted the suspect and took him into custody without incident.

Parks and POPP
April was a quiet month for community events; however, ODM has remained busy.
We continue to work with community partners at the 100-Acre Wood Bike Park. Davis-Monthan needs to do some work in a small section of the property, so we are working with their personnel as well as community partners to move people who are camping in the area into shelters.
We've expanded our Problem-Oriented Policing (POPP) to include what we're calling Park POPPs. Officers and CSOs are dispatched throughout the day to check on certain parks: Golf Links, La Madera, and Reid Park. These Park POPPs, like other POPPs in the division, will rotate every 6 months. If you don't see your local park listed, it may be in a future rotation. This does not mean we're not paying attention to other parks! We are - and keep calling when you see something, please.
ODM Officer of the Month
Officer Alexander Price joined the Tucson Police Department in September 2019. Upon completing the academy, he was assigned to Operations Division Midtown. He previously served in the U.S. Army for about four years and was a team leader on several missions.
Officer Price quickly demonstrated strong leadership skills. When his midnight squad did not have a supervisor, he stepped in as a resource. He also provided training applicable to TPD that he learned both in the military and through other trainings he attended.
Officer Price not only looks for ways to help and mentor others; he also works to further his own training and education. He is a certified instructor for Exterior Response to Active Shooter Events (ERASE) through Advanced Law Enforcement Rapid Response Training (ALERRT) and taught some of these concepts to his squad and other squads.
Officer Price’s work ethic has been noted by his peers and supervisors. Due to his leadership and strong desire to continue learning and teaching others, Officer Price was selected as a new Lead Police Officer for Midtown in 2024.
