I'm excited to bring you some important news that highlights the incredible teamwork and dedication of our city and county in addressing a critical issue - housing security.
Recently, the City of Tucson's Housing and Community Development Department took a significant step by acquiring the Knights Inn hotel located at 1440 S. Craycroft Rd in the heart of our 29th Street Thrive Zone. This move was made possible through funding from various sources, including the Arizona Department of Housing Homeless Shelter and Services, Community Development Block Grant entitlement funding, and the HUD HOME Program American Rescue Plan. This dynamic funding mix reflects our community's unwavering commitment to making a positive change in the lives of those in need.
What makes this initiative truly transformative is the housing-first policy that's at its core. It's not just about providing shelter; it's about offering a holistic approach to support. When individuals and families enter these programs, they are entering a supportive network that extends beyond housing. This includes access to healthcare, job training, mental health services, addiction support, and more. It's about building a foundation for a brighter future.
 On Saturday Ward 4 attended a community meeting about the Knights Inn transformation, and the spirit of unity was inspiring. We heard from the city, county, and most importantly, from community members who have experienced homelessness firsthand. Their insights remind us why this collaborative effort matters so much.

29th Street Thrive Fall Kick Off Meeting
Ward 4 had the privilege of joining the vibrant 29th Street Thrive community in their Fall Kick-Off Meeting. This gathering isn't just about discussions; it's about action, solidarity, and creating a better future – together!
Embarking on a mission of empowerment and community transformation, the 29th Street Thrive Zone, spanning from Alvernon to Craycroft and 22nd to Golf Links, stands as a testament to the power of unity. Rooted in the belief that sustainable change arises from within, this initiative shines a light on the incredible potential within our community.
 We brought together various departments, all geared towards supporting the 29th Street Thrive community. At the heart of 29th Street Thrive lies a vision meticulously crafted by the community itself. Recognizing that those closest to the challenges are often closest to the solutions, this initiative operates on the principle of participatory planning. By involving residents, businesses, and local leaders, 29th Street Thrive ensures that every step taken resonates with the pulse of the community it serves.
 29th Street Thrive is more than just a name; it's a philosophy. By prioritizing education and empowerment, the initiative lays the foundation for sustainable change. Successful initiatives like the Community Safety Academy not only provided knowledge to enhance safety but empowered individuals to actively contribute to their environment's well-being. The unwavering commitment to education transforms community members into advocates, driving positive change for the long haul.

Friday, October 27th 5-7pm: Join Ward 4 & Tucson Police Department's 29th Street Coalition for this year’s Trunk or Treat! This is a free family event at Pima Community College 29th St Campus. There will be music, games, candy and more!
August 22nd Mayor and Council Highlights
Project Orange AKA Home Depot Economic Analysis Review Mayor and Council gave authorization to proceed with the Notice of Intent of an economic development incentive for Home Depot and direct staff to move forward with a development agreement. This project, located in Ward 4 in the Houghton Town Center, is estimated to generate an overall annual economic impact of $96.5 million over 5 years. The store plans to create 110 jobs with an estimated annual payroll of $5.9 million. This project qualifies for a site-specific sales tax incentive valued at approximately $2.6 million. The estimated direct revenues to the city of $8.6 million far exceed the value of that sales tax reimbursement.
Project Rita Economic Analysis Review Mayor and Council gave authorization to proceed with the Notice of Intent of an economic development incentive for Project Rita and direct staff to move forward with a development agreement. The project is estimated to generate $78.5 million over 5 years. The store plans to create 128 jobs with an estimated annual payroll of $3.8 million. The site-specific sales tax incentive for this project is valued at approximately $1.4 million. The estimated direct revenue to the city of $4.7 million far exceed the value of the sales tax reimbursement.
Overview of the Transit Comprehensive Operational Analysis (COA) for Sun Tran, Sun Express, Sun Link and Sun Shuttle The Comprehensive Operational Analysis (COA) is a 12-month project that began in October 2022 and included evaluating Sun Tran, Sun Link, Sun Shuttle and Sun Express. The plan is being developed as a budget neutral plan, with the focus on three areas: 1) frequency, 2) service span improvements, and a 3) one-mile radius grid. Once the project kicked off, the project team has been very busy performing task data collection, and review of the existing conditions and services. Sister José Laundry Room Ribbon Cutting
More elderly women are finding themselves homeless for the first time in their lives. I learned more about this deeply concerning trend during my recent Sister José Women's Center visit. Through my City of Tucson Ward 4 Office's ARPA fund allocation, we provided a $30,000 grant to Sister Jose' to cover electrical and plumbing costs for the installation of new commercial washers and dryers. These machines are available (24/7) to guests of this women’s low-barrier shelter.

Having clean clothes is something us housed folks don't usually spend a lot of time thinking about. I know I sure take it for granted. Clean clothes can provide these women with more of the dignity that they deserve as human beings. It was an honor to be a very small part of the amazing work happening at Sister Jose' Women's Center. Celebrating Tucson’s 248th Birthday
Ward 4 joined in the festivities for Tucson's 248th birthday celebration, hosted by the Tucson-Pima County Historical Commission and the Presidio San Agustin del Tucson Museum. It's was a special time to embrace our community's vibrant multicultural heritage and recognize our beloved city's official founding on August 20th, 1775.

As we commemorate another milestone, we are reminded of the deep roots that stretch over 4,000 years in this land. The Santa Cruz River's flowing waters and the industrious Native Americans who crafted intricate irrigation canals enriched the earth, cultivating fields of maize (corn) in the floodplain. Their villages thrived nearby, and the echoes of their early lives still resonate today.
One fascinating glimpse into our past lies in the remains of "pit houses," resembling the circular homes showcased in the Museum's captivating replica. These houses, uncovered from archaeological excavations, stand as silent witnesses to the traditions and artistry of those who walked this land before us.

Groundbreaking: Milagro on Oracle
Amidst community leaders, housing advocates, and collaborative partners, we united for the groundbreaking of Milagro on Oracle. This innovative endeavor will provide 63 affordable housing units for older adults, including essential support for those facing homelessness.
As housing costs escalate, our seniors, often living on fixed incomes, are particularly vulnerable. Milagro on Oracle steps up to offer stability and dignity, addressing the core of poverty. This visionary partnership, with an investment exceeding $19 million, marks a significant step for affordable housing in Tucson.
 Adaptive reuse of historic hotels, climate-friendly construction, and improved transit access make Milagro on Oracle an embodiment of community upliftment. This project exemplifies how united efforts turn visions into vibrant realities, aligning with the Thrive in the 05 Transformation Plan and our city's broader goals.  The “Ride with Respect” Code of Conduct is customer-focused and aimed to create the best rider experience, while discouraging disruptive, intrusive, unsafe or inappropriate behaviors on a transit vehicle or transit facility. The Code of Conduct is enforced at all of our transit facilities, stops and vehicles. Violations of the Code of Conduct will not be tolerated and are just cause for removal from the system and can result in further penalties.

A fresh safety initiative is hitting the road - and it's shining bright in blue! Thanks to teamwork between Tucson Police Department and Transportation & Mobility, our city's intersections are getting brighter and safer.
Picture this: blue lights at bustling intersections, keeping a watchful eye on those red-light runners. With these lights strategically placed at high-collision spots, officers can now enforce red light rules more effectively. Your concerns about reckless driving haven't gone unnoticed, and we couldn't agree more - running red lights is not just a traffic violation, it's a danger to our vibrant Tucson community.

United Way Days of Caring 2023
The single largest volunteer event in Arizona is coming up soon—the 24th Annual Days of Caring will occur over the weekend of October 20th and 21st! Days of Caring brings together thousands of volunteers, just like you, to roll up their sleeves and improve our community one project at a time.
