Tucson Expands Thrive Program to East 29th Street Corridor
Tucson Mayor Regina Romero and the City Council gave its approval for the expansion of the successful Thrive in the 05 program which has focused on a community-centered collaboration between residents, businesses, community organizations, and institutions in the Oracle Road / Miracle Mile area of the 85705 zip code.
The new Thrive initiative, managed by the City of Tucson Department of Housing and Community Development (HCD), will bolster the East 29th Street corridor, bordered by Alvernon Way, Craycroft Road, 22nd Street, and the Tucson Diversion Channel (just north of Golf Links). The expansion will stretch over four years, funded by an allocation of the American Rescue Plan, State and Local Fiscal Recovery monies.
The new Thrive effort will closely follow the model that the City and its partners developed in the 85705 area of Tucson.
“The HCD staff is excited to launch a second, community-driven Thrive effort in the East 29th Street Corridor. Like the Thrive in the 05, this new initiative aims to connect neighborhoods and residents, businesses, organizations, and City departments, bringing everyone together to boost the community’s well-being and opportunities,” said HCD Director Liz Morales.
In 2018, the City and its partners launched the Thrive in the 05. With funding from the federal Department of Justice (DOJ) and Housing and Urban Development (HUD), HCD organized three components: Community-Based Crime Reduction, Choice Neighborhoods, and Workforce and Economic Development. Thrive partners include the ASU Office of Community Health, Engagement, and Resilience (OCHER), Pima Community College Downtown Campus, the Ward 3 Council Office, and the City’s Office of Economic Initiatives, as well as neighborhood associations, businesses, non-profit organizations, and the Tucson Police Department.
The Thrive in the 05 resulted in a Transformation Plan centered around public housing and nine neighborhood Action Activities which will be launched this summer. Using the Thrive in the 05 model, the City intends to apply for a federal housing Choice Neighborhood grant for the East 29th Street Corridor which has HUD-assisted housing units, making the City eligible to receive the federal grant.
HCD staff reviewed several areas for the Thrive expansion and selected the East 29th Street corridor based on data related to neighborhood vulnerability and crime. The selection also considered existing organizations, public and private, that are deeply active in the area: Changemaker High School, and Roberts Naylor K-8, and Myers-Ganoung schools, Pima Community College 29th Street Center, and the Jim & Vicki Click Boys and Girls Clubhouse, and the neighborhoods of Columbus Village, Alvernon Heights, Naylor, Roberts and Myers. The area is represented by City Council Wards 4 and 6.
“This is the beginning of a focused data driven investment strategy,” said Tucson Mayor Regina Romero. “We know the needs of these communities, and our data driven solutions along with targeted area efforts and layered investments provide us a with strong foundation to expand our learnings from Thrive in the 05 into other communities. This is powerful work because of the collaboration between local government, educational institutions, small businesses, and community organizations,” added Romero.
In the coming weeks, HCD will begin planning and conducting more research, engage community partners and initiate an outreach effort among residents, businesses, and organizations in the 29th Street corridor.

La alcaldesa de Tucson, Regina Romero, y el Consejo de la Ciudad dieron su aprobación para la expansión del exitoso programa Thrive en el 05, que se ha centrado en una colaboración entre los residentes, las empresas, las organizaciones comunitarias y las instituciones en el área de Oracle Road / Miracle Mile del código postal 85705.
La nueva iniciativa Thrive, gestionada por el Departamento de Vivienda y Desarrollo Comunitario (HCD) de la ciudad de Tucson, se centrará en el corredor de la calle 29 Este, delimitado por Alvernon Way, Craycroft Road, la calle 22 y el canal de desvío de Tucson (justo al norte de Golf Links).
