The landmark Fair Housing Act was signed into law on April 11, 1968, by President Lyndon B. Johnson, 53 years ago. The Fair Housing Act prohibits housing discrimination because of race, color, religion, national origin, sex, disability, and family status. The Department of Housing and Urban Development’s theme this year is “Fair Housing: More Than Just Words”.

The Department of Housing and Community Development will begin to reopen the office buildings to the public starting next week. HCD will continue to do business online and over the phone. We encourage the public and our customers to save a trip to the office by calling, emailing, or completing a contact form when possible. However, we also know sometimes it helps to talk face-to-face with staff. Therefore, we plan on phasing in office hours gradually and will update the HCD Covid-19 Information and Reopening Plan Website accordingly.
HCD’s Main Office at 310 N. Commerce Park Loop – Santa Rita Building, Section 8 and Planning and Community Development
- Starting the week of Monday, April 12, the Santa Rita building will be open for walk-in assistance on Tuesdays and Thursdays, from 9 a.m. to noon
- Paperwork and the blue drop-off bin will still be available Monday – Friday, from 8 a.m. – 4 p.m.

Public Housing Reopening Information
- Starting the week of Monday, April 26, the Amp Offices will be open for walk-in assistance on Tuesdays, from 8 a.m. to noon and on Thursdays, from noon – 4 p.m.
- Meetings can be scheduled by appointment
- Rent will not be collected in the offices; please continue to mail or drop off your rent at the HCD Main Office at 310 N. Commerce Park Loop
- Amp Offices will start performing routine work orders starting Monday, April 26

Each year, the City of Tucson is required by the U.S. Department of Housing and Urban Development (HUD) to update the Five-year Consolidated Plan and develop an annual implementation plan, known as the Annual Action Plan (AAP).
The FY 2022 AAP incorporates the community needs, available resources, strategies, and priorities for the one-year period beginning Thursday, July 1, 2021. The City will receive approximately $10 million in FY 2022 under the following federal programs: Community Development Block Grant; HOME Investment Partnerships Program; Emergency Solutions Grant; and Housing Opportunities for Persons with AIDS.

HCD is in its first year participating in ConnectHomeUSA, a movement to bridge the digital divide for HUD-assisted housing residents in the United States under the leadership of national nonprofit EveryoneOn. ConnectHomeUSA creates a platform for communities and the private industry to work together on solutions for narrowing the digital divide through stakeholders’ commitments to provide free or low-cost broadband access, devices, and digital literacy training.
A ConnectHomeTucson Convening was held on Thursday, March 25, and community leaders, private providers, and nonprofit stakeholders discussed advancing digital inclusion among Tucson’s HUD-assisted residents.

Tucson's Mayor and Council approved spending $27.1 million for the Tucson and Pima County Eviction Prevention/Emergency Rent and Utility Relief Program.
Through the coordinated efforts, both tenants and landlords/property managers (acting on behalf of tenants) can now apply for funds. Dual enrollment of tenants and landlords is accepted. Funding requests for unpaid rent and utilities are available for up to 12 months in arrears, and three months in advance. Funding is available, but there currently is a waiting list.

Arizona Eviction Help
Currently, the Center for Disease Control has an order in place that temporarily stops landlords from evicting tenants for not paying rent. There are steps the tenant must take to be protected under this order. The CDC Order is set to expire June 30, 2021.

Guide to Receiving Economic Impact Payment
Nearly all people experiencing homelessness are eligible to receive an Economic Impact Payment through the recently approved American Rescue Plan. The Tucson Pima Collaboration to End Homelessness (TPCH) resource guide provides information about the 2021 Economic Impact Payments and resources to help people experiencing homelessness claim this financial benefit if they are eligible.

SERI Awarded Grant Funding for Education and Outreach on Fair Housing
The Sonoran Environmental Research Institute (SERI) has been awarded $103,175 in grant funding from the U.S. Department of Housing and Urban Development (HUD) to help the community know their rights and obligations under the Fair Housing Act.
