Expansion takes time
An update from Steve Kozachik, PACC Director
March 2, 2026
Construction has begun on the new Eastside PACC Adoptions Center (EPAC.) The contractor (Kittle) is well underway with demo, framing for some new spaces, and laying in plumbing. The pictures aren’t of fluffy little puppies or kittens but consider that this space will soon enough become a temporary home for those critters, all looking for new homes.
We’ve got our eyes set on an early May occupancy date – and remember, with construction anything can happen so that date is written on the whiteboard in erasable ink. But it’s our goal.
We’ve hired some of the staff and they’re all at PACC right now training. There’s a ton to do – learning our adoptions system, financial processes from within the county, working on procedures for selection and transfer of the dogs and cats, ordering kennels, signage, computers, bowls, food…
While May might feel like a long way off, working through what we’ve got left in front of us before opening day makes it feel like a sprint.

The white PVC pipe you see poking up behind the metal framing will one day soon be the water supply for a dog washing station. The space in the rear of the photo, behind all the framing will be one of the larger kennel rooms, housing 7 kennels. Most of the other rooms will house 1-2 dogs.
At opening we expect to have 35-50 dogs at EPAC, and some undetermined number of cats. Kitten season is just about to start so we’ll be ready to house however many we need to in order to both relieve some pressure at the PACC west kennels, but also to provide a feline option for east side adopters.
Today, our dog census at PACC is bumping 500 again. We need you to come and adopt or foster to help get our critters into forever homes. When EPAC opens, it will provide somewhat of a relief valve, but we can’t wait for 3 months and watch the PACC census continue to rise.
Check our website, see who’s available, and reach out to begin forming your new extended family. And ‘watch this space’ for more news as we get closer to the EPAC opening day.
