Welcome to the first edition of GrantsNews from Pima County’s Grants Management & Innovation (GMI) Department. Every other month we will share important information and tips to help all Pima County grant recipients and subrecipients maintain compliance with federal rules and regulations. Compliance is key to successful fund raising!


New GMI Grant Monitoring Unit

In 2025, GMI re-established a dedicated Grant Monitoring Unit to strengthen the County’s compliance with federal grant requirements and support subrecipients throughout the grant lifecycle.

Monitoring responsibility rolls downhill

As a direct recipient of federal funding, Pima County is required to monitor its subrecipients’ compliance with the rules contained in each grant award package, the Uniform Guidance for Federal Awards (see www.ecfr.gov), and Pima County policies.

What’s the risk? 

When recipients of federal funds do not follow the rules, it can mean receiving negative audit findings, which jeopardize current and future federal funding. Pima County is audited every year by the Arizona Auditor General’s Office.  

What does Pima County review?

Pima County has two components in its review process. Component One is the collection and review of federally required policies and procedures and financial documents for all active subrecipients. This process occurs at the beginning of each contract year. Component Two is an on-site visit with selected subrecipients and involves reviewing back-up documentation to confirm entities are following their financial and programmatic policies and procedures.  Pima County uses a risk-based assessment to decide which subrecipients will participate in Component Two. On-site visits generally happen between February and August of each year.
