Board approves allocation plan for $8.5 million toward affordable housing

PIMA COUNTY, Sept. 2, 2025 – The Pima County Board of Supervisors in a 4-1 vote at its Sept. 2 meeting approved the allocation plan for $8.5 million in fiscal year 2025-26 to expand affordable housing and keep residents safely housed.

The allocation recommendations came from the Pima County Regional Affordable Housing Commission, building on the Board’s commitment to affordable housing, which includes at least $200 million in new funding beginning in fiscal year 2026-27.

Of the $8.5 million for this fiscal year:

  • $5 million will go to the “Build More” category, which funds:
    • Gap financing for new rental and homeownership projects
    • Development and preservation of bridge housing
    • Preservation of existing affordable housing units
  • $3.5 million will provide direct assistance, including:

“Pima County continues to invest in our community, stepping up with short- and long-term solutions,” said CWD Director Dan Sullivan. “Stable housing is the foundation for everything else — health, education, jobs, and community well-being. When families have stable housing, the entire community benefits.”

The actions align with the housing pillars of the Board-approved Prosperity Initiative, a regional partnership to reduce generational poverty. 

In June 2025, the Board reinforced its commitment to affordable housing by approving a 10-year policy starting next fiscal year that includes at least $200 million over the $50 million already in the base budget, as well as the $8.5 million for this fiscal year.

For the $8.5 million, the Board directed staff to return to the Board with an allocation plan. Future funding allocations will be informed by the recently completed regional Housing Study, and the upcoming Housing Strategy and Funding Plan.

Since specifically dedicating funds to affordable housing on July 1, 2022, the Board has invested $15,984,361 in gap funding for 19 projects recommended by the Pima County Regional Affordable Housing Commission. The funding has supported 1,332 affordable housing units to be developed or preserved in Pima County.

Pima County is expected to issue Request for Proposals in September for the $5 million allocation for the development and preservation of affordable housing. An evaluation committee will review the proposals and make recommendations to the Regional Affordable Housing Commission, which in turn will make recommendations to the Board by January 2026.
