There's a lot of construction on West Valley freeways, which makes life more challenging as we navigate those transportation issues. Yet, it will all be worth it when the projects are completed. I appreciated the opportunity to attend the I-17 & 303 groundbreaking ceremony, the first project launched under voter-approved Prop 479.

County Update
Board Extends Moratorium on New Government Regulations
On March 25, the Board of Supervisors unanimously approved a resolution to extend a moratorium on new county government regulations.
The moratorium prohibits all county departments from initiating any ordinance, rule, or regulation except in emergencies, when approved by a Board majority and initiated to prevent a significant threat to public health, peace, or safety.
The moratorium was originally adopted by the previous Board back in 2013 and was effective until the end of 2017. It was then extended in 2019, 2021, 2023, and 2025.This new approval will extend the moratorium until December 31, 2026.

Public Health Shares 2026 Heat Response Plan
On March 23, the Maricopa County Department of Public Health (MCDPH) presented its 2026 heat response action plan to the Board of Supervisors.
The 2026 action plan builds on a second consecutive year of decline in heat-related deaths and outlines continued community-wide efforts to reduce heat-related deaths. Preliminary data for 2025 shows 427 deaths, down from 608 in 2024 and 645 in 2023.
Planned efforts for the 2026 heat season include:
- IGAs with major cities and contracts with community-based organizations to support access to cooling and respite centers.
- Call center support through 2-1-1 Arizona to help residents access heat resources.
- Public education and outreach efforts, including a donated digital billboard campaign from Clear Channel Outdoor.
-
The Heat Relief Network will become operational on May 1. Remember to stay indoors with A/C, wear sunscreen and lightweight clothing, carry water, watch for signs of heat-related illness, and check on your neighbors. Read the press release here and access heat safety resources at gov/Heat.

Air Quality Update
EPA Finding Means No Additional Air Quality Regulations in Maricopa County
The Environmental Protection Agency (EPA) has concluded that emissions from outside the United States are to blame for inflating ground-level ozone levels in the region. If not for that uncontrollable pollution, Maricopa County would have met the 2015 National Ambient Air Quality Standard (NAAQS) for ozone.
As a result, the region will remain a “moderate” nonattainment area instead of being reclassified to “serious,” which would have come with increased regulations and constraints on economic development.
Maricopa County remains committed to pursuing programs and initiatives that improve air quality in the region. Read the full press release here.
