The Stewart Report
November Update
Happy Thanksgiving, Neighbors!
Before you dig into turkey and pumpkin pie, I wanted to take a moment to humbly thank you for allowing me to represent you. Working for you has been one of the greatest honors of my life, and I'm grateful every day for the trust you place in me.
Below you'll find an update on what my team and I have been up to this fall. From elections, community meetings and events, formal board meetings, and important county initiatives -- there's never a dull moment at Maricopa County!
Last week, my colleagues and I reviewed the November 4th, 2025, Jurisdictional Election during our public Formal Board Meeting. County staff presented findings and recommendations to strengthen our processes and procedures.
Recorder Heap outlines his new signature verification process, which now includes a bipartisan team to review any flagged signatures.
The Board diligently asked questions to ensure every eligible vote is counted and that voters who sign in error are promptly contacted for curing.
IMPORTANT NOTE: If a signature doesn't match, the Recorder's office contacts the voter in question by text, phone call, email, and mail to review the variance. Once confirmed, the ballot is counted.

Liberty Vote Meeting (Tabulation Vendor)
|
A few weeks ago, I connected with Liberty Vote, our trusted rapid tabulation vendor. Their owner and CEO, Scott Leiendecker, responded promptly, and we quickly arranged an in-person meeting at our election center.
Supervisor Debbie Lesko, our election staff, and I had productive, and forward-thinking discussion focused on enhancing security, accelerating tabulation processes, and eliminating any system vulnerabilities. Scott is hearing this from other counties and committed to improving in every facet.
We also explored Liberty Vote’s exciting shift toward U.S.-based manufacturing before enjoying a tour of the facility. By luck we had the opportunity to introduce Scott to Recorder Justin Heap, who happened to be hosting a post-election team meeting simultaneously.

Chandler Heights Citrus Irrigation District Community Meeting
 |
|
It’s always good to meet with my neighbors!
I met with the Chandler Heights Citrus Irrigation District Board and neighbors from around the area to talk about county growth, sustainability, and the future of our local water supply.
There were great questions about how we manage and pay for growth and how we ensure that growth stays mindful of water usage and long-term supply.
I’ve said it before and I’ll say it again: Arizona, especially here in the East Valley, is in a strong position when it comes to water storage. Living in the desert, we’ve learned for centuries how to plan ahead. Still, conservation has to remain part of the conversation if we want to guarantee a 100-year water supply for small districts like Chandler Heights.

Boeing Apache Helicopter Tour

Innovation is here!
Thrilled to see the awesome work Team Apache is doing in Mesa! Really enjoyed joining the East Valley Partnership tour of the Apache gunship factory at Boeing.
This was extra special for me since my dad worked on the Apache team for Army Aviation back in the ’80s and ’90s.
