The Stewart Report
May is here, and I’ve officially served on the Maricopa County Board of Supervisors for over 100 days! From day one, our Board has hit the ground running to enhance the lives of Maricopa County residents. I view the Board as the County’s customer service department—committed to delivering outstanding community service, building trust, and ensuring transparency.
Here are a few WINS we have secured:
- The Board approved a proposed settlement in Strong Communities v. Richer, clearing the way for the Maricopa County Recorder to request information from the Department of Homeland Security.
- The Board approved funding for an independent, outside review of election administration and technology. The review will consist of a technology audit and will look into key aspects of the election process, including physical security, chain of custody, and tabulation.
- The Board voted to use a grant to extend our Workforce Development program Workforce 2 You, which delivers accelerated job training to rural communities, such as Queen Creek. This program recently received national recognition at the 2025 National Association of Workforce Boards Annual Forum and was honored with the Excellence in Partnership & Collaboration Award.

On April 24 the Board unanimously voted to send a new draft of the Shared Services Agreement concerning election responsibilities to the Maricopa County Recorder. I am excited about the steps that are being taken to get the deal done. We should have an agreement signed here shortly-- stay tuned!

Arizona Women of Action
Thank you Arizona Women of Action for taking the time to meet with me and sharing your concerns regarding explicit content in libraries.
The County is laser focused on finding a common sense solution that protects children and empowers parental oversight.

Appreciate the St. Joseph the Worker team for stopping by my office last week and sharing their vision for work force development in Maricopa County.
Their team creates pathways to self-sufficiency by providing personalized one-on-one support that empowers individuals to secure quality, stable jobs and housing.

LD 13 Meeting
It was great to be back in my very own legislative district (LD13) and share with them the exciting work the County is prioritizing:
- Libraries and the importance of protecting children from explicit materials in our county libraries.
- Elections and the Boards pivotal decisions to fund an audit of our elections admin and technology and to work with State/Federal agencies to verify voter eligibility in federal elections.
- The SSA between the Board/County Recorder and the process of finalizing the agreement.

 I am excited to share that we're making great strides in enhancing Maricopa County's infrastructure. The Guadalupe Flood Retention Structure outlet is getting a much-needed upgrade, and we're doing it in a way that benefits both residents and our budget.
Instead of using traditional methods that dig up streets and disrupt services, we're utilizing a modern, cost-effective solution: cast-in-place plastic piping. This approach forms a new pipe inside the old one, saving millions of dollars and significantly reducing construction time.
What does this mean for you? • Less noise • Less traffic disruption • Less mess and hassle during construction
This project is a great example of how we can embrace innovation to improve our infrastructure while minimizing the impact on our community. It’s an innovative, efficient solution that delivers for our residents.
Last month, Maricopa County held a Stormwater Pollution Prevention Poster Contest, engaging local students in learning about the impact of stormwater on our environment.
I’m thrilled to see that 554 young minds entered the competition, taking steps to protect our water and community. Of those, 114 entries came from schools in District 1—and three of them were winners! Congratulations!
A big thank-you to our Maricopa County Environmental Services Department team for educating the next generation on this important issue.

Elections Updates
A new Elections Facility is on the way! With a groundbreaking ceremony on May 6, the facility is scheduled to open during the summer of 2027 and will be ready for use during the 2028 election. The total square footage is 259,518 -- compared to the current 74,880 sq. ft.
The buildings will contain:
o Command centers to support in-person voting
o Signature Verification
o Ballot Processing
o Ballot Tabulation
o Training and processing of temporary election workers
o Temporary space to house journalists during elections
