About Us

Maricopa County Environmental Services provides essential, regional environmental services seeking to prevent and remove environmental health risks. The Department’s Environmental Health Specialists and Field Technicians are in the community every day making sure that among other things, food in all the eating and drinking establishments in the County is protected from contamination, that water supplies throughout the County are safe to drink, and that vector borne health illnesses and risks are minimized. Maricopa County’s Role regarding AZ Executive Order 2020-47

Restaurants - 6 feet

On July 11, 2020, Governor Doug Ducey issued Executive Order (EO) 2020-47 – Reducing the Risk, Slowing the Spread – Limiting Indoor Dining. The order authorized enforcement of EO 2020-47 through local law enforcement, state agencies, and county health inspectors. As a county health agency, the Maricopa County Environmental Services Department has started to address the five items outlined in the Order listed below on a complaint basis. We may refer to other agencies listed above as needed. The complaints may be addressed by our staff on-site, over the phone, and/or through virtual inspection.

Executive Order items 1-5 include:

  • Every restaurant with indoor seating shall operate at less than 50 percent of the permitted fire code occupant load (Certificate of Occupancy). Restaurants shall ensure at least six (6) feet of separation between parties or groups at different tables, booths or bar tops, unless the tables are separated by glass or plexiglass. Restaurant staff shall not be counted against the occupancy limit.
  • Every restaurant with outdoor dining shall ensure at least six (6) feet of physical distance between tables, benches or other areas for patrons to sit while dining or waiting to be seated.
  • Restaurants shall eliminate any indoor standing room where patrons can congregate and are encouraged to use reservation systems to limit capacity and congregating of patrons.
  • Facilities with retractable roofs or garage type windows or doors that open up to the outdoors shall be considered indoor facilities, whether the roof or windows are opened or closed.
  • All buffets, cafeteria style and self-serve food bars at restaurants shall be closed.
Executive Order

Food establishments that are not in compliance with EO 2020-47 will be provided an educational reminder, but failure to comply could result in issuance of a criminal misdemeanor citation requiring arraignment at a local justice court and could result in fines and/or other penalties. Alternate Legal Action may also be considered by the Department.

ESD Receives National Recognition

Maricopa County Environmental Services Department (MCESD) has been honored with the 2020 Promising Practice Award by the National Association of County and City Health Officials (NACCHO).

Naccho - Promising Model Certificate

The MCESD program Using an Active Managerial Control Toolbox (AMC) to Reduce Foodborne Illness Risks was one of 36 local health department programs to receive NACCHO’s Promising Practice Award.

The Using an Active Managerial Control Toolbox (AMC) to Reduce Foodborne Illness Risks program provides a how-to toolbox that includes videos, guides and handouts, to assist managers and owners of food establishments who want to institute, improve and maintain safe food handling practices.
