The Arizona Department of Transportation (ADOT) has released the draft 2050 Long Range Transportation Plan (LRTP) for public review and comment. The LRTP is a statewide plan that provides a blueprint and vision for Arizona’s future transportation system over the next 25 years. The plan is not project specific, but sets transportation investment priorities for ADOT based on anticipated future revenues and transportation needs.
Comments on the plan can be made through Sept. 7 in the following ways:

ADOT is predicting that transportation needs throughout the state will continue to greatly outweigh anticipated revenues over the next 25 years (2026-2050), with expected total revenues of $69 billion and total needs of $231 billion. ADOT's LRTP recommends a “Preserve and Upgrade” strategy focusing a greater percentage of funding on preservation of the existing system. This includes activities such as pavement and bridge rehabilitation and maintenance, which will result in an improvement in overall pavement, bridge and safety performance throughout the state.
The Recommended Investment Choice (RIC) breakdown of spending in the draft LRTP for Greater Arizona (excludes Maricopa and Pima counties) is:
- 78% ($25.2 billion) for system preservation.
- 15% ($5 billion) for system modernization for new technologies and safety improvements.
- 7% ($2.2 billion) for system expansion to widen and add new highways.
- The percentage of system expansion is lower in greater Arizona and higher in Maricopa and Pima counties, which have dedicated transportation sales taxes and a higher percentage of funding dedicated toward expansion projects.
ADOT will review public comments on the draft LRTP and release a final plan in early October for a public review period, prior to presenting the final LRTP to the State Transportation Board for consideration and adoption at the Oct. 20 board meeting.
