End of COVID-19 emergency by Governor Doug Ducey; administrative leave changes at ADOT
Governor Doug Ducey recently announced the end of the state’s COVID-19 Declaration of Emergency, based on the state reaching thresholds established by the Arizona Department of Health Services. As a manager and supervisor, the following changes are now in effect with regard to administrative and sick leave:
- Effective with the end of the pay period on April 1, 2022, employees are no longer authorized to use paid administrative leave for absences related to COVID-19 (such as illness or vaccines).
- Also effective with the end of the pay period on April 1, the pandemic-related exception to sick leave is repealed and employees may no longer use more than 40 hours of family sick leave to care for family members sick with COVID-19.
- Employees should continue to track COVID-related work time using 100C, 101C or 110C.
While the requirement to wear a mask in ADOT facilities and vehicles has been removed if you weren’t vaccinated, it is important to remember that some employees and visitors may choose to wear a mask for a number of reasons, including medical necessity, and this should be treated professionally and respectfully.

Reminder for you and your teams to complete the annual employee engagement survey by April 15
With one day left, please encourage your team members to complete the annual employee engagement survey. Currently, ADOT has a 71% participation rate. Last year, the agency had an 81% participation rate.
As stated by Director Halikowski in his message to employees last week, he values the input from the annual employee survey. It provides direction to him and leaders in the agency on what issues need to be addressed and helps continue to make ADOT an attractive employer.
MAP process ends on April 30; what managers and supervisors need to do
ADOT Human Resources reminds managers and supervisors that all MAPs must be completed, acknowledged and in the Historical tab by April 30 in order to be eligible for the merit-based incentive. Incentives are projected to be paid out in the June 2, 2022 paycheck. Individuals who meet eligibility criteria must be an active employee on the payout date of June 2 in order to receive the incentive.
In addition, upline managers are responsible for completing employee MAPs if the supervisor is out due to FMLA, military leave or other long-term absence. Supervisors and managers can check MAP progress via the MAP Progress Dashboard. If you have any questions, please contact your respective field ASO/AA or HR Business Partner.
New Diversity, Equity and Inclusion webpage; upcoming Director’s message
The 2021 Leaders Connection Conference and subsequent leaders meeting in February reinforced the importance of Diversity, Equity and Inclusion as part of our AKA-The ADOT Way culture. As Director Halikowski has said “A culture of AKA and DEI go hand-in-hand; you can’t practice AKA principles without incorporating DEI.”
The DEI Council is ready to launch the DEI webpage, which features ADOT’s DEI statement, agency-wide commitments, organizational chart and who is serving on the DEI committees. A message from Director Halikowski to employees is planned for the April 20 ADOT Connection weekly bulletin. Please encourage your team members to read the message and bookmark the webpage in their favorites bar to stay informed.
ITG’s standard work on departure notification for IT equipment
ADOT’s Information Technology Group has developed standard work regarding management of IT equipment when an employee or contractor departs ADOT. This process clarification allows ADOT to ensure IT assets are being utilized, secured and available for new employees and contractors.
After an employee or contractor departs ADOT, ITG contacts their supervisor/manager to inquire when or if the position will be filled. If the position is not filled within 90 days, the computer and monitor will be returned to ITG for recycle/re-issue or surplus (depending on age and condition). In addition, when it comes to a computer, ITG will initiate an asset transfer. If the position is filled after 90 days, a new computer and monitor will be issued by ITG after the supervisor/manager submits a new user Computer Access Request Form (CARF).

Important safety message on warmer weather; take Heat Stress Awareness online class
ADOT’s Safety and Risk Management reminds employees that the risk of a heat-related injury increases significantly as we move into the hottest months of the year. It is critical that all employees who work in the heat understand how to protect themselves, stay hydrated and recognize the signs and symptoms of heat illness.
The online class in the ADOT Learning Center titled "Heat Stress Awareness" (TCH1181W) is available to all employees and required for employees who work in the field.
Upcoming State Employee Appreciation Day in May; new recognition website to launch
To support ADOT’s continued efforts to improve ways to recognize employees, Awards and Recognition has developed a new social engagement site. It identifies the many ways employees can be recognized from Director’s Pins, e-cards, Shout Outs, GEMs (Going the Extra Mile) and much more.
In an email message to employees on Wednesday, May 4, Director Halikowski will announce this new recognition website and explain the AKA Leader Challenge Coins program.
State Employee Appreciation Day is scheduled for Wednesday, May 4. Be thinking of ways you can show your appreciation to your team members for the work they do.
Volunteers were key for ADOT Adopt A Highway program in 2021
This infographic represents the contributions of ADOT Adopt a Highway volunteers made in 2021 toward reducing litter along Arizona highways. With more than 1,000 volunteer groups in action, they cleaned 1,982 miles of state highways and picked up 14,393 bags of trash.
The ADOT Adopt a Highway program appreciates the collaboration of volunteers and the ADOT Infrastructure and Delivery Operations Division District staff members in “Keeping Arizona Grand.”
Q3 AMS Assessment is due by April 15
The Office of Strategic Planning and Performance Measures reminds managers and supervisors to complete the Q3 AMS Assessment by April 15. You should have received an email from Melissa Wynn on April 5 with a link to the Google form. Results of the assessment will be posted on the AMS Assessment Reporting Tool by April 19.
