Final Environmental Assessment issued for State Route 30 between Loop 303 and Loop 202 South Mountain Freeway

The Arizona Department of Transportation has completed the Environmental Assessment for State Route 30 - a new east-west freeway located about 5 miles south of Interstate 10 in the Southwest Valley - with a Finding of No Significant Impact (FONSI). With this environmental clearance, ADOT can move forward with final design and construction when funding is identified and available.

SR 30, which would link Loop 303 with the Loop 202 South Mountain Freeway, has been identified in the Maricopa Association of Governments’ Regional Transportation Plan since with early 2000s. It would serve as an alternate route to I-10, providing about 15 miles of new freeway passing through Goodyear, Avondale and Phoenix and portions of unincorporated Maricopa County.

Study History

  • After several years of study, ADOT in 2015 presented the public with four SR 30 “build alternatives” which were evaluated with a comprehensive screening process that included engineering, environmental, cost, right-of-way and other factors. ADOT also considered the “no-build” alternative, which explored the impacts of not building the roadway and taking no action.
  • In November 2017, ADOT hosted a public meeting to announce that one of the four alternatives – the Hybrid Alternative – was the recommended build alternative, and that it and the no-build alternative would be carried forward for further study and public input in the environmental study process.
  • In May 2019, ADOT hosted the public hearing for the draft Environmental Assessment and Initial Location/Design Concept Report. Based on the results of the engineering and environmental studies for the SR 30 project, comments received on the draft Environmental Assessment and public input received at the public hearing and during the formal comment period, ADOT has approved the recommended build alternative evaluated in the draft Environmental Assessment – the Hybrid Alternative – as the selected alternative. The map below illustrates the Hybrid Alternative (formerly the recommended alternative and now the selected alternative for design and construction in the future when funding is identified).

With the completion of the final Environmental Assessment and issuance of a FONSI by ADOT, the requirements for this project under the National Environmental Policy Act (NEPA) have been satisfied. For more information about SR 30 and the study, visit the web page at azdot.gov/SR30.

The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by ADOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated 04/16/2019, and executed by FHWA and ADOT.
