Water Utilities personnel are attempting to determine the source of a water leak near the intersection of Towson Avenue and Phoenix Avenue. A non-toxic tracing dye was applied at various points in the drain pipes to determine the direction of flow from manhole to manhole. This will ultimately discharge into Mill Creek in the 1200 block of Phoenix Avenue. The dye poses no threat to humans or the environment.
