Jefferson County Commissioners unanimously approved $3.5 million from its economic development fund to assist KultureCity with its proposed National Accessibility Park at the historic Powell Steam Plant site. Commissioners were joined at Thursday's meeting by Dr. Michele Kong, Co-Founder of KultureCity and Stephen Kunken, KultureCity Board Member and acclaimed actor and director known for his roles in Billions and The Handmaid's Tale.
The National Accessibility Park is designed to be a national model for accessibility, workforce development, and economic growth. The project will transform the Powell Steam Plant into the country's first fully integrated accessibility campus combining:
- A technical college and workforce training center
- Real-world job training through retail and culinary spaces
- A museum and navigation center focused on accessibility and inclusion
- An inclusive outdoor amphitheater and public gathering space
Once completed, the project is projected to attract approximately 250,000 visitors annual, generate $45 million in total annual economic activity, and produce and estimated $900,000 in annual Jefferson County tax revenue.
Old Springville Road will reopen to traffic on Saturday, Dec. 20th, at approximately 6:00 p.m., under temporary traffic control conditions.
Jefferson County, Bridge Builders of Alabama, and all project partners have worked cooperatively and diligently to safely reopen the roadway as quickly as possible for the traveling public. Public safety remains the top priority, and the temporary traffic control plan allows the road to reopen while maintaining appropriate safety measures.
It is important to note that the project is not yet complete. Construction activities will continue, and motorists should expect lane shifts, reduced speeds, and possible intermittent closures as work progresses.
Drivers are urged to use caution, follow posted signage, and be mindful of workers in the roadway.
Jefferson County appreciates the public’s patience and cooperation throughout this project and will continue to provide updates as construction advances.
