Jefferson County’s Series 2024 sewer warrant refinancing has been awarded The Bond Buyer’s Southeast Region Deal of the Year. The County’s sewer warrant issue is a finalist to be named the national Deal of the Year with the winner expected to be named in December.
Jefferson County’s sewer warrant debt refinance checked a number of boxes for The Bond Buyer’s awards criteria and is considered a great turnaround story for the County that achieved significant ratepayer savings while reducing risk and future debt-service.
The County completed its refinance of $2.24 billion of sewer revenue warrants on January 30, 2024, for a gross savings of $1.17 billion, which reduced the County’s payments on the overall sewer debt over the life of the warrants. In addition, the deal was accomplished without extending the term of the sewer debt and included a provision for a customer assistance program while stabilizing rate increases. The County Commission’s commitment to sound financial practices over the past 10 years created the opportunity and conditions for the refinancing to take place.

In its meeting last week, the Jefferson County Commission approved a new contract with Amwaste for residential garbage pickup in unincorporated Jefferson County. The County put the contract up for bid in late August. The pre-bid meeting was attended by multiple vendors, but only one vendor, Amwaste, responded to the bid. The County negotiated a few changes in the new contract that starts April 2025.
1. The cost for residential garbage will go down $3 a month
2. Increased penalties to Amwaste for missed pickups:
- $250 for each complaint or request not satisfied within 24 hours of receiving notification of the complaint.
- If there are more than 2 complaints at the same residence within the same month, the County will double the penalty to $500.
- Penalties will be enforced at least once each quarter.
- Citizens can use the MyJeffCo app to report missed pickups, so we will have a record.(click here to download the MyJeffCo app)

It's always bittersweet when employees retire, especially those that play an instrumental role in shaping the culture of Jefferson County's workforce development. Today, County Commissioners acknowledged that impact by issuing a proclamation to Karen McGlond for retiring after having served the County for 30 years. She worked for many years at Cooper Green, but recently served as a Benefits and Compensation Advisor in the Human Resources Department.
In her role, Karen prided herself on expressing excellence in customer service and the relationships she built with employees as she truly put the County employees first, all while working closely with many of them regarding their benefits and assisting with life's challenges both good and bad.
Congratulations on your retirement Karen! We are appreciative of your professionalism, kindness and willingness to go above and beyond in serving others.
