Retiree Dental, Vision, and Audio Open Enrollment begins TODAY, October 16 and ends November 27, 2019

Eligible AlaskaCare retiree Dental, Vision, and Audio (DVA) plan members have a choice between the current plan (the standard plan) and the dental plan that was in place prior to 2014 (the legacy plan) for the 2020 benefit year. You can choose the plan that works best for you and your family.

Open enrollment was originally set to begin November 6. We know this process is new, and we want to give you more time to consider your options and make your choice, so we expanded the enrollment window to begin October 16. We want you to make an informed decision and choose the option that best meets your needs.

To enroll, please use the Online Enrollment Form found at AlaskaCare.gov/DVA.

During open enrollment you will be able to elect which DVA plan you would like to participate in. You will have the choice to remain in the plan you currently have today (the standard plan) or to participate in the dental plan that was in effect in 2013 (the legacy plan).

Benefit Comparison and Enrollment Guide—Now Available Online!

You should receive a 2020 Benefit Comparison Guide and a 2020 Enrollment Guide containing monthly premium information and coverage comparisons in the mail.

To request a paper enrollment form, or if you would like to speak with a member services representative, please call the Member Services Contact Center toll-free at (800) 821-2251 or in Juneau at (907) 465-4460.


What You Need to Know About Open Enrollment

  • The enrollment period for the 2020 benefit year has been expanded! Open enrollment begins October 16 and closes on November 27, 2019 at 5 p.m. Alaska Time.

  • The 2020 Dental Benefit Comparison and the plan documents outline the coverage provisions in each dental plan. We encourage all eligible retirees to review the dental benefits in both plans before making a plan selection.

  • Throughout open enrollment, you can enroll using the online form available at AlaskaCare.gov/DVA.

  • If you are currently enrolled in the DVA plan and take no action (you do not make any plan selection by the end of the open enrollment period), you will remain in the plan you currently have today: the AlaskaCare Retiree Standard DVA Plan.

  • Vision and audio benefits remain the same in both plans.

Who is Eligible to Participate in the DVA Open Enrollment?

Certain AlaskaCare retirees are eligible to participate in the DVA Open Enrollment, depending on when you retired and whether you changed your plan coverage after a certain date.

If you do not currently have DVA coverage, but are eligible to enroll during the 2020 benefit year open enrollment period because you retired on or after January 1, 2014 or you
dis-enrolled on or after January 1, this is a
one-time opportunity for you to enroll in DVA coverage. If you elect coverage during this year’s open enrollment, you can change your coverage options at every open enrollment going forward.

Town Hall Events are group calls hosted by the Alaska Department of Administration, Division of Retirement and Benefits for all interested AlaskaCare retirees and families to ask questions about the AlaskaCare health plans. We are also hosting Special Town Hall Events during October and November to review the new Retiree Dental Vision and Audio Plans. You can join the call to learn more about your health plan and ask any questions you have about your benefits. This format gives retirees a chance to connect directly with Division staff to hear the latest news on all things AlaskaCare, raise questions, share comments, and learn more about the health plans. Pre-register now online.

2020 Plan Booklets Now Open for Public Comment.

The Department of Administration, Division of Retirement and Benefits, proposes to adopt changes to the AlaskaCare Defined Benefit Retiree Health Plan, effective for the 2020 plan year, including providing members with an additional dental plan choice under the Dental-Vision-Audio (DVA) plan. A copy of the proposed plan booklet is available on the Division of Retirement and Benefits webpage.

You may comment on the proposed plan booklet updates by submitting written comments to:

Additionally, the Division of Retirement and Benefits will accept comments by email at doa.drb.alaskacare.retiree.plan@alaska.gov. Comments may also be submitted through the Alaska Online Public Notice System. A public teleconference to answer questions about the proposed changes will be held on October 16, 2019 at 1 p.m. Alaska time.

Public comments will be accepted through 4:30 p.m. Alaska time on October 25, 2019.
