Sponsoring organizations and institutions are required by regulation to keep Bulletins, Instructions, and USDA Policy Memorandums for reference and to apply immediately the appropriate instruction to agency programs. The latest policy memos are found on the USDA FNS policy page. Call Child Nutrition Programs if you need further clarification.
Civil Rights in Child Nutrition Programs and the Bostock Rescission
On July 7, 2025, James C. Miller, Administrator of the U.S. Department of Agriculture (USDA) Food and Nutrition Service, issued a memo rescinding previous guidance based on the 2020 Bostock v. Clayton County Supreme Court decision.
This notice applies to all child nutrition programs including the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program, Summer Food Service Program, and Fresh Fruits and Vegetable Program, as well as Farm to School/Farm to Child Nutrition Grants that are awarded by the Alaska Department of Education and Early Development (DEED).

Please note that this is not policy guidance. This notice has the force law because it is based on an executive order.

 CACFP Annual Training for Head Starts
State Agency Annual CACFP Training
Thank you for attending the annual State Agency training for Centers held last July 14-18 (Mon-Fri)!
- If you are a program administrator for a Head Start, you can register for the State Agency training for Head Starts to be held on August 12, 1:00-4:00 pm. Registration is required.
- If you missed the July 14 (Monday) administrative training for centers, you can also join the Head Start training on August 12, 1:00-4:00 pm.
- If you missed the July 15-16 (Tuesday-Wednesday) meal pattern training from the Institute of Child Nutrition (ICN), you can watch the recordings here: ICN Day 1 (Passcode: H7=bi9il) and ICN Day 2 (Passcode: E.k+3Ac1)
- If you missed the July 18 (Friday) training for new program administrators, we will be including more forms review in future Monthly Chats.
You will receive a confirmation email upon registering. The email will contain a calendar invite as well as the meeting link. Please make sure that you are adding this to your calendars.
Civil Rights for Child Nutrition Training
DEED will hold a Civil Rights for Child Nutrition Training session on Tuesday, July 29, at 1:00 – 3:00 p.m.
Repeat courses will be scheduled for August and September (dates TBD).
This training will NOT be recorded.
This training will cover Civil Rights in the Child Nutrition Programs, major topics covered include:
- Program Access and Civil Rights Assurances
- Meal Accommodations
This training is intended for all Child Nutrition Programs including
- The School Nutrition Program
- National School Lunch Program (including NSLP Snack)
- School Breakfast Program
- Fresh Fruit and Vegetable Program
- The Child and Adult Care Food Program
- Summer Nutrition Programs
- Summer Food Service Program
- Summer Seamless Option
All program sponsors must complete this training, or one of the repeat trainings.

 The required annual adjustments to the Child and Adult Care Food Program national average payment rates have been announced.
Below are the rates for meals and snacks served in child care centers, outside-school-hours care centers, at-risk afterschool care centers, and adult day care centers:
 Payments for breakfasts served in Alaska are: paid rate – 62 cents (2 cents increase), reduced price rate – 3 dollars and 65 cents (15 cents increase), free rate – 3 dollars and 95 cents (15 cents increase).
Payments for lunch or supper served in Alaska are: paid rate – 71 cents (2 cents increase), reduced price rate – 7 dollars and 5 cents (27 cents increase), free rate – 7 dollars and 45 cents (27 cents increase).
Payments for snacks served in Alaska are: paid rate – 18 cents (no change), reduced price rate – 1 dollar and 2 cents (4 cent increase), free rate – 2 dollars and 4 cents (7 cents increase).
Below are the food service payment rates for meals and snacks served in day care homes:
 Payments for breakfast served in Alaska are: Tier I – 2 dollars and 72 cents (6 cents increase) and Tier II – 95 cents (2 cent increase).
Payments for lunch and supper served in Alaska are: Tier I – 5 dollars and 22 cents (12 cents increase) and Tier II – 3 dollars and 15 cents (7 cents increase).
Payments for snacks served in Alaska are: Tier I – 1 dollar and 55 cents (3 cents increase) and Tier II – 43 cents (1 cent increase).
Below are the administrative reimbursement rates for sponsoring organizations of day care homes:
 Monthly administrative payments to sponsors for each sponsored day care home in Alaska are: Initial 50 homes – 244 dollars (6 dollar increase), next 150 homes – 186 dollars (5 dollar increase), next 800 homes – 145 dollars (3 dollar increase), each additional home – 128 dollars (3 dollar increase).

Updated WIC Food Guide
The Women, Infants, and Children (WIC) Program has updated their food lists. These food lists can be used by CACFP operators to help identify breakfast cereals that can qualify as whole grain rich.
Please note that program operators should still check whether these meet the new added sugar limits.

The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Office of the Assistant Secretary for Civil Rights (OASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
