Sponsoring organizations and institutions are required by regulation to keep Bulletins, Instructions, and USDA Policy Memorandums for reference and to apply them immediately to the appropriate agency programs. Call Child Nutrition Programs if you need further clarification.

The Food and Nutrition Service (FNS) rescinds, effective immediately, the memorandum SP 07-2022, CACFP 06-2022, SFSP 02-2022, Promoting Access to Voting through the Child Nutrition Programs, issued on March 23, 2022. That memorandum followed issuance of Executive Order (EO) 14019, “Promoting Access to Voting,” on March 7, 2021.
The purpose of this memorandum is to remind schools, sponsors, and institutions participating in any U.S. Department of Agriculture (USDA) Child Nutrition Program (CNP), including the National School Lunch Program (NSLP), School Breakfast Program (SBP), Fresh Fruit and Vegetable Program (FFVP), Special Milk Program for Children (SMP), Child and Adult Care Food Program (CACFP), Summer Food Service Program (SFSP), and the Seamless Summer Option (SSO), of the many ways they can purchase local foods to serve in program meals. Sourcing and serving locally grown foods, and other farm to school activities, such as taste testing, gardening, and agriculture education, can infuse new energy and vision into CNP operations, support community health, create new opportunities for American farmers, invest federal dollars in local economies, and strengthen strategies to encourage healthy choices.
This memorandum provides notice to child nutrition Program operators regarding the Full-Year Continuing Appropriations and Extensions Act, 2025 (Public Law 119-4) (the 2025 Appropriations Act), March 15, 2025. This applies to State agencies administering, and local organizations operating, the U.S. Department of Agriculture (USDA), Food and Nutrition Service (FNS), child nutrition programs.

Applications are now open for operations in summer 2025. Applications are due 30 days prior to the start of meal service or June 15, 2025.

The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
