SFSP 01-2025: Substituting Vegetables for Grains in American Samoa, Guam, Hawaii, Puerto Rico, the U.S. Virgin Islands, and Tribal Communities
This memorandum clarifies longstanding program regulations and provides updated guidance on the use of vegetables as a substitution for grains, including whole grain-rich products, in eligible areas, as described in program regulations. This guidance also provides updates on the expansion of this flexibility to eligible areas following the 2024 final rule. Lastly, this memorandum informs affected state agencies and program operators how to credit vegetables toward the grains component for all CNPs, including the NSLP, SBP, SFSP, and CACFP.
SFSP 02-2025: Guidance for Accepting Processed Product Documentation for Meal Pattern Requirements
The purpose of this memorandum is to provide state agencies and program operators of the child nutrition programs (CNP), including the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program, and the Summer Food Service Program, with additional information and clarification on the state agency monitoring process regarding the: 1) Child nutrition (CN) label, 2) Watermarked CN label, and 3) manufacturer’s Product Formulation Statement (PFS). This memorandum also reflects updates to the CN Label Verification System and provides clarification on the date of authorization found on the CN label versus the “Valid Until” date on the CN Label Verification Report.
SFSP 03-2025: Non-Congregate Meal Service in Rural Areas: Questions and Answers #3
The purpose of this memorandum is to provide state agencies and program operators with additional clarification on rural non-congregate requirements and guidance to enhance program integrity.

Intent to Operate now open!
Please submit an Intent to Operate by April 15, 2025, for all sites you hope to operate in Alaska for summer 2025.
Completing the Intent to Operate does not guarantee site approval but allows state staff to determine proximity and other issues that may arise between sites.

Summer 2025 Reimbursement Rates (Alaska)
The 2025 reimbursement rates are presented as a combined set of rates to highlight simplified cost accounting procedures. Reimbursement is based solely on a “meals times rates” calculation, without comparison to actual or budgeted costs. Sponsors receive reimbursement that is determined by the number of reimbursable meals served, multiplied by the combined rates for food service operations and administration. However, the combined rate is based on separate operating and administrative rates of reimbursement, each of which is adjusted differently for inflation.

Mark your Calendar: 2025 SFSP Training
SFSP regulations require that all sponsors annually attend State Agency training, and also requires that they must train all administrative staff and site staff before they undertake their responsibilities.
For Summer 2025, training will be held in 3, 1.5 hour online sessions March 18-20:
- March 18, 1:30-3pm AKST: Applications and Claims
- March 19, 1:30-3pm AKST: Compliance, Best Practices, and Administrative Reviews
- March 20, 1:30-3pm AKST: Non-Congregate Meal Service (only required if operating non-congregate sites)

Calendar invites for this training will be sent out in February to all returning sponsors.
