USDA SFSP Memos/Updates
SFSP 11-2024: Consolidated Appropriations Act, 2024: Effect on Child Nutrition Programs
This memorandum provides notice to child nutrition program (CNP) operators regarding Sections 739, 747, 748, 769, and 770 of Division B of the Consolidated Appropriations Act, 2024 (PL 118-42) (the Appropriations Act), enacted on March 9, 2024. This memorandum applies to state agencies administering, and local organizations operating, the federal CNPs discussed below.
SFSP 12-2024: Initial Implementation Memorandum: Child Nutrition Programs: Meal Patterns Consistent With the 2020-2025 Dietary Guidelines for Americans
On April 25, 2024, FNS published the final rule, Child Nutrition Programs: Meal Patterns Consistent With the 2020-2025 Dietary Guidelines for Americans (89 FR 31962, April 25, 2024). This rule finalizes practical, science-based, long-term school nutrition requirements based on the goals of the Dietary Guidelines for Americans, 2020-2025 (Dietary Guidelines), extensive stakeholder input, and lessons learned from prior rulemakings. This rule also includes minor updates to the Child and Adult Care Food Program (CACFP) and Summer Food Service Program (SFSP) to better align child nutrition program (CNP) requirements. These updates represent continued progress toward supporting the nutrition quality of school meals, strengthening the child nutrition programs (CNPs), and advancing USDA’s commitment to nutrition security.
SFSP 13-2024:Geographic Preference Expansion Related to the Final Rule titled, Child Nutrition Programs: Meal Patterns Consistent With the 2020-2025 Dietary Guidelines for Americans
This memorandum provides a detailed explanation of the expanded geographic preference option. CNP operators, State agencies purchasing for CNPs, and the USDA Department of Defense Fresh Fruit and Vegetable Program (USDA DoD Fresh) may use local as a specification and continue to set a geographic preference when soliciting or buying unprocessed agricultural products. CNP operators and State agencies purchasing on their behalf are not required to use geographic preference when procuring unprocessed agricultural products; it remains an option. The implementation date of the final rule provision is July 1, 2024.

Field Trip Notifications
Reminder that Field Trip Notification Forms need to be submitted prior to any off-site SFSP meals being served. The Field Trip Notification Form can be found on CNP Web. Completed forms should be emailed to the Summer Mailbox. Once approved, you will receive a signed copy of the form for your records. Meals served for a field trip are still required to meet SFSP meal pattern requirements.
Meals served on a field trip without prior approval cannot be claimed.

Claim Reminders:
- Sponsors may consolidate claims if the program operates:
- 10 days or less in the initial month of operation - combine with the claim for the following month (ex: May combined into June)
- 10 days of less in the final month of operation - combine with the previous month's claim
- June claims:
- 30-Day Claim Submission Date: July 30
- 60-Day Claim Deadline: August 29

Extension of Comment Period: Interim Final Rule, "Establishing the Summer EBT Program and Rural Non-Congregate Option in the Summer Meal Programs
The USDA Food and Nutrition Service is extending the public comment period on the interim final rule, “Establishing the Summer EBT Program and Rural Non-Congregate Option in the Summer Meal Programs,’’ which published in the Federal Register on December 29, 2023. This action extends the public comment period From April 29, 2024, to August 27, 2024, to give the public additional time to prepare and submit comments.
The comment period of the interim final rule published April 19, 2024, at 89 FR 28572, is extended through August. To be assured of consideration, written comments on this interim final rule must be received on or before August 27, 2024.
The Food and Nutrition Service invites interested persons to submit comments on this interim final rule. Comments may be submitted by any of the following methods:

Under the Food Item Details Page users can select the desired Serving Size per Meal Contribution for fruits and vegetables using a drop-down menu to auto-calculate the amount to purchase based on the serving size.
