Final Rule on Meal Patterns Consistent with the 2020-2025 Dietary Guidelines for Americans
This rulemaking finalizes long-term school nutrition requirements based on the goals of the Dietary Guidelines for Americans, 2020-2025, robust stakeholder input, and lessons learned from prior rulemakings. While this takes effect July 1, 2024, the Department is gradually phasing in required changes over time. Program operators are not required to make any changes to their menus as a result of this until school year 2025-26 at the earliest.
USDA Policy Memo 06-2024 Consolidated Appropriations Act, 2024: Effect on Child Nutrition Programs
This memorandum provides notice to Child Nutrition Program (CNP) operators regarding Sections 739, 747, 748, 769, and 770 of Division B of the Consolidated Appropriations Act, 2024 (Public Law 118-42) (the Appropriations Act), enacted on March 9, 2024. This memorandum applies to State agencies administering, and local organizations operating, the Federal CNPs.
USDA Policy Memo 07-2024 Initial Implementation Memorandum: Child Nutrition Programs: Meal Patterns Consistent with the 2020-2025 Dietary Guidelines for Americans
On April 25, 2024, FNS published the final rule, Child Nutrition Programs: Meal Patterns Consistent With the 2020-2025 Dietary Guidelines for Americans (89 FR 31962, April 25, 2024). Attached to this memorandum is an initial implementation chart (Attachment A: Overview of Provisions in Final Rule) that describes current Program requirements, provides an overview of the provisions finalized in the rule, outlines which CNPs are impacted, and provides the implementation date for each provision.
The U.S. Department of Agriculture’s (USDA) Food and Nutrition Service (FNS) is still receiving comments on the Proposed Rule entitled "Serious Deficiency Process in the Child and Adult Care Food Program (CACFP) and the Summer Food Service Program (SFSP)” in the Federal Register. These changes aim to improve consistency in the serious deficiency process within and across States and strengthen program integrity.

Required Annual State Agency Training for PY2025 CACFP
Please save the date for our upcoming in-person training for Program Year 2025 this summer. This required training is conducted by the Alaska Department of Education & Early Development (DEED) for CACFP operators in the state. All trainings will be held at the Atwood Conference Center (Robert B. Atwood Building), 550 W 7th Ave, Anchorage, AK.

Changes to Single Audit Threshold Amount
The Office of Management and Budget (OMB) is revising the OMB Guidance for Grants and Agreements, which is now called the OMB Guidance for Federal Financial Assistance. The guidance is being updated to incorporate recent policy priorities related to Federal financial assistance and to reduce agency and recipient burden. The effective date for the final guidance is October 1, 2024.
One of the changes included is that the single audit threshold has increased from $750,000 to $1,000,000. A single audit is required when a non-federal entity expends a $1,000,000 or more in Federal awards during its fiscal year. Because it is based on total grant expenses for one year (not per grant), not every entity that needs to perform a single audit needs one every year.
