Stage II Vapor Recovery Decommissioning

The Department of Natural Resources' Air Pollution Control Program is announcing that, beginning no sooner than March 15, 2013, gasoline stations in the St. Louis area subject to Stage II Vapor Recovery Rules may begin to decommission their Stage II Vapor Recovery Equipment, following proper procedures. The memo attached details the procedure the department will follow to allow the decommissioning of this equipment, however the brief requirements are:

  • Facilities must apply for a construction permit to initiate the process. Applications should be submitted following the usual process to either the department’s St. Louis Regional Office or the St. Louis County Health Department, as appropriate.
  • Construction permit applications may be submitted starting January 8th, but construction may not commence prior to March 15th.
  • Stage I requirements remain in place.

Please see the memo for further details on this process. In addition, the department will host a stakeholder meeting in the St. Louis area to answer questions, provide further guidance on the decommissioning and to discuss the rule changes proposed for Stage II. The date and location of this meeting are still tentative, but we will send out details within a week.
