On Friday, October 9, the U.S. Department of Agriculture (USDA) released a press release and multiple waivers to allow sponsors to operate Summer Meal Programs. We released a CNS Update on Friday afternoon outlining the waivers available.
OSPI CNS is awaiting USDA guidance and will release additional information as it becomes available.

OSPI recently released Bulletin 084-20: Child Nutrition Program Options for Fall 2020. This bulletin reviews program options for this fall. This bulletin was created before new USDA waivers were released on Friday. We will continue to share updates during our weekly calls and newsletters.

The federal government passed continuing resolution H.R. 8337 into law, avoiding a federal government shutdown.
There are several pieces of the resolution that impact Child Nutrition Programs. We are waiting on guidance from USDA regarding implementation details.
This continuing resolution:
- Extends and expands Pandemic EBT (P-EBT) for the 2021 federal fiscal year.

Details on who will be eligible for benefits and how to implement the updated P-EBT program have not yet been released.
- OSPI CNS will release information as we receive it.
- Extends USDA's authority to issue waivers through the 2021 federal fiscal year.
- USDA has not issued waivers to continue summer programs at this time.
- OSPI CNS will release information as we receive it.
- Extends SNAP Flexibilities in the Families First Coronavirus Response Act

With the start of a new fiscal year on October 1, monitoring visits must be conducted of all SFSP sites, regardless of whether they operated during emergency or traditional SFSP in SY 2019-20.
There are 3 required monitoring visits for SFSP sites.

Pre-operational Visits – Must be conducted before a site’s first day of service.
- Required for all new sites.
- May be waived for returning sites.

First Week Visits – Must be conducted during a site’s first week of operation.
- Required for all new SFSP sites or returning sites with significant operational problems noted on the previous year’s site review.
- May be waived if:
- A sponsor successfully participates in the National School Lunch Program (NSLP) or Child and Adult Care Food Program (CACFP).
- Site operated last year and did not have any serious findings noted on its site review.

Site Reviews – Required to be conducted within the first 4 weeks of operation at all SFSP sites.

September 2020 WINS Calendar Revisions were due 9/30.
If your organization operated SFSP/SSO in September, SY 2019-20 site calendars must be revised to include your operating days. Calendar revisions should be submitted as soon as possible. Late submissions may not be approved by the October 15 claim deadline.

SFSP/SSO MDPs Were Due October 1.
All Sponsoring Organizations who plan to operate SFSP/SSO this fall must submit a Meal Distribution Plan that reflects their current meal distribution methods and waiver implementation.
We understand during this public health emergency that sponsors’ meal service models may change. Program operators should resubmit their MDP survey as their meal distribution models are updated.

The USDA has released several waivers that extend through the summer, as well as some extending through September 2021.
