September 2020 WINS Calendar Revisions are due this Wednesday, 9/30!
If your organization operated SFSP/SSO in September, SY 2019-20’s site calendars must be revised to include your operating days. This ensures your September 2020 claim to be processed on time.

SFSP/SSO MDP's Are Due October 1.
All Sponsoring Organizations who plan to operate SFSP/SSO this fall must submit a Meal Distribution Plan that reflects their current meal distribution methods and waiver implementation.
We understand during this public health emergency that sponsors’ meal service models may change. Program operators should resubmit their MDP survey as their meal distribution models are updated.

The SFSP/SSO Checklists summarize the renewal process and can be used as a guide to submitting both the applications in WINS and the Meal Distribution Survey
Renewal Reminders
- WINS Applications - Due 10/31/2020
- Applications for SY 20-21 will also need to be submitted in WINS to reflect operation in October – December 2020.
- Applications submitted late may not be approved in time to receive reimbursement for the first month of operation.
- SFSP sponsors are also required to complete training prior to their program beginning operation:
- New SFSP Sponsors (sponsors who did not operate in spring or summer 2020)
- Returning SFSP Sponsors (sponsors who operated in spring or summer 2020)
Note: There is no longer a training certification survey to be completed at the end of the above training videos. Sponsors are responsible for documenting that the required program training was completed.

The federal government outlines when and how purchasing by noncompetitive proposals is allowable. These requirements apply to Child Nutrition Programs receiving federal funds.
Per 2 CFR 200.320(f), organizations may purchase from a single source and not go out to bid if one or more of the following applies:
- The item is available only from a single source;
- There's a public emergency and sponsors do not have time to complete a full bid process;
- This must be for a limited time until a full bid process can be completed.
- The Federal awarding agency (OSPI) authorizes noncompetitive proposals after written request is submitted; or
- Not enough competition after soliciting from multiple sources.

How to Ensure Procurement Compliance
- Document all actions and decisions regarding any non-competitive procurement.
- Retain all supporting documents. Documentation must be available for auditors or reviewers. This includes:
- Phone calls
- Emails
- Sole source justification, etc.

With the start of a new fiscal year on October 1, monitoring visits must be conducted of all SFSP sites, regardless of whether they operated during emergency or traditional SFSP in SY 2019-20.
There are 3 required monitoring visits for SFSP sites.

Pre-operational Visits – Must be conducted before a site’s first day of service.
- Required for all new sites.
- May be waived for returning sites.

First Week Visits – Must be conducted during a site’s first week of operation.
- Required for all new SFSP sites or returning sites with significant operational problems noted on the previous year’s site review.
- May be waived if:
- A sponsor successfully participates in the National School Lunch Program (NSLP) or Child and Adult Care Food Program (CACFP).
- Site operated last year and did not have any serious findings noted on its site review.

Site Reviews – Required to be conducted within the first 4 weeks of operation at all SFSP sites.

The USDA has released several waivers that extend through the summer, as well as some extending through September 2021.

The ICN’s September STAR webinar will be done in conjunction with the USDA Office of Food Safety in celebration of National Food Safety month. The webinar will highlight a bird’s eye view of your food safety plan from beginning to end, as we aim to mitigate risks throughout the flow of food from purchasing to serving to transporting and traceability.
