Strategic Plan Updates

Every year, OGEC reports on progress with the Strategic Plan. In 2026 OGEC is making progress toward 3 key strategic goals:

  1. Increase by 15% the number of Oregon public officials trained by OGEC staff on the laws within OGEC's jurisdiction by the end of fiscal year 2027 through accessible and inclusive training, to support OGEC's educational ideal. 
  2. Improve access to and use of OGEC's resources by 20% by June 2026 through strategic technology enhancements and annual access assessments, to support OGEC's accessible resources ideal. 
  3. Achieve full implementation of updated Succession, Affirmative Action, and DEI Plans by December 2026, with measurable progress reviewed semiannually, to support OGEC's accountability ideal.

Our progress toward the first goal:

OGEC’s training numbers continue to grow as does outreach efforts. OGEC completed trainings in 32 out of 36 Oregon counties in 2025. The trainers are in the process of creating an outreach plan to better serve public officials across the state whether they are in rural or metropolitan areas.

Our progress toward the second goal:

  •  We have successfully implemented the use of Docusign in our investigation process, with regards to Stipulated Final Orders and Letters of Education. This makes it easier for people outside our agency to view and sign documents and assists OGEC in creating public records that are screen reader friendly.  This also makes the investigative process easier for respondents as they do not need access to printers or scanners.
  • A process has been implemented so that advice issued in 2025 and 2026, that is searchable in our Public Records Lookup, is uploaded as screen reader friendly.
  • Our staff is working on converting older advice available in our Public Records Lookup to be screen reader friendly. We have finished converting 2024-2022 and are on schedule to finish 2019-2021 before the end of the fiscal year. 
  • Letters of Education issued to public officials have been updated to have live resources linked within them to provide additional education.

Our progress toward the third goal:

  • An internal Accessibility Workgroup was formed to tackle accessibility issues, including ensuring the website meets WCAG 2.1 guidelines.
  • An internal Affirmative Action Workgroup was formed to tackle updating the Affirmative Action plan and providing actionable items for the staff.
  • Staff trainings were successfully completed with the Office of Indian Affairs in Q3 of 2025.
  • Trainings with the Office of Cultural Change are being scheduled for the upcoming year, following budget season.
  • Continued outreach with other agencies and organizations to expand cultural knowledge with plans to schedule events and educational sessions.
