Mission Boulevard is a state highway (SR 238) that is owned and operated by the California Department of Transportation (Caltrans). Over the past ten years, there have been a number of severe injury and fatal crashes along the Mission Boulevard corridor. The overall design of Mission Boulevard with high traffic speeds and volumes have been contributing factors that make it difficult to navigate the Mission/Sullivan intersection without a traffic signal.
The City of Fremont has collaborated with Caltrans on an updated intersection design at the Mission Boulevard/Sullivan Underpass intersection to improve intersection safety, walking/biking access, and vehicle traffic operations. The new intersection design consists of new curb return extensions to shorten pedestrian crossings distance as well as a new traffic signal to facilitate safe and efficient traffic movement at the intersection. The new traffic signal can also be used as a tool to manage corridor traffic speeds when connected and coordinated with other existing traffic signals along the Mission Boulevard corridor. Finally, the project will stripe new high visibility crosswalks at all four legs of the intersection, install intersection safety lighting, and construct new curb ramps to facilitate ADA access.
Project construction is anticipated to begin in February 2026 with completion scheduled by the end of 2026.
