Town Centre Health Checks

The Town Centre Health Checks report is an assessment of the vitality and viability of town centres. These checks help us to understand how well a town centre is performing.

The government’s Planning Practice Guidance outlines several ways to measure the health of town centres such as vacancy levels, rents, footfall and the types of businesses occupying the properties.

The report is a collation of available factual data and not a policy document. It will be used by the forthcoming Retail and Leisure Needs Assessment (RLNA) which will help formulate strategies and policies specific to retail and other main town centre uses in the new Local Plan.

The Local Plan will undergo public consultation in 2026
