OGEC's 2025-2027 Key Strategic Goals
1. Increase by 15% the number of Oregon public officials trained by OGEC staff on the laws within OGEC's jurisdiction by the end of fiscal year 2027 through accessible and inclusive training, to support OGEC's educational ideal.
OGEC has seen significant growth in training participants during the 2023-2025 biennium. This is largely due to the new Public Meetings Law training and the training requirement for some governing body members.

The training team has updated resources and handouts to be screen reader friendly. Closed captioning is available for both in-person and online trainings. Our polling software allows participants to view the presentation and polling slides on their own devices during in-person and hybrid trainings. We are currently developing asynchronous options for Public Meetings Law training, which are expected to be released before the end of the year.
2. Improve access to and use of OGEC's resources by 20% by June 2026 through strategic technology enhancements and annual access assessments, to support OGEC's accessible resources ideal.
- We have started the use of Docusign in our investigation process. This makes it easier for people outside our agency to view and sign documents and assists us in creating public records that are screen reader friendly.
- Advice issued in 2025, that is searchable in our Public Records Lookup, is uploaded as screen reader friendly.
- Our staff is working on converting older advice available in our Public Records Lookup to be screen reader friendly. We have finished converting 2023 and 2024, and are on schedule to finish 2019-2022 before the end of the year.
- Staff are using Siteimprove website accessibility checker to identify and make changes to our website.
3. Achieve full implementation of updated Succession, Affirmative Action, and DEI Plans by December 2026, with measurable progress reviewed semiannually, to support OGEC's accountability ideal.
- Staff trainings are scheduled with the Office of Indian Affairs.
- Becky Maison, Agency Programs Administrator, and Casey Fenstermaker, Compliance & Enforcement Coordinator, attended the NW Equity Summit. Commissioner Iván Resendiz Gutierrez, was one of the presenters at the conference.
- Our Curriculum & Training Coordinator, Stephanie Heffner, and Trainer, Lex Tingey, presented on creating accessible trainings for the Council on Government Ethics Laws (COGEL) CONNECT session on June 10, 2025.
