That is incorrect. 

When verifying the source of a gift, you are looking for the ultimate payer. In this case, it would be the sponsor who donated the item to the vendor's raffle. 

Next, you would need to determine if the sponsor had a legislative or administrative interest in your duties as a public official. If they didn't, you'd be able to accept the gift without limits. If they did, you'd only be able to accept up to $50 from that source in a single calendar year.
