That is correct! 

Since the conference - and the raffle - is open to the general public, the TV would not be considered a gift and you would be able to accept it without violating Ethics Law. 

If the conference were not open to the general public, then the TV would be considered a gift and the gift analysis would have to be performed before knowing if you could accept it or not.
