A vendor setting up a contract to pay an agency project manager for presenting would not be considered honorarium. 

Now, what if that same vendor had asked the agency project manager to present to another agency in a different state? There was no discussion of payment beforehand, but afterwards the vendor sent the project manager a gift box containing a hat, t-shirt, and coffee mug displaying the vendor's logo. Would this be an honorarium? 

Yes, in this scenario, the vendor's gift box would be an honorarium.
