Ohio’s state agency Chief Data Officers (CDOs) are coming together as part of a formal interagency CDO Council that will promote data analytics capabilities and drive data strategy across state government.
Led by Raivo Murnieks, Interim State CDO, the council held its first meeting on August 30 and includes 19 data leaders, many who hold the CDO title at the agency level.
The council will work together to share and establish statewide best practices for:

Managing and governing the use, protection, dissemination, and generation of data.

Promoting and encouraging data sharing opportunities and agreements between agencies.

Identifying ways in which agencies can improve upon the production of evidence and leverage IOP Data Analytics for use in policymaking.

Identifying and evaluating new technology solutions for improving the collection and use of data.

Promoting the CDO role and data analytics capabilities within the State of Ohio government.
The council shares responsibilities with other interagency partners, including the Multi-Agency Chief Information Officer Council (MAC), the Governor’s Cybersecurity Strategic Advisor, and Chief Information Security Officer. They are expected to coordinate activities with these groups, to ensure initiatives are complementary and carried out efficiently and effectively.
“This council can help move the state forward with a focus not just on data analytics, but also data governance and other statewide data needs,” said Murnieks. An enterprise-wide lens on their work ensures that the data needs and priorities of all state agencies are included in future agenda items and subsequent planning. The CDO Council Charter is endorsed by Director Kathleen Madden, DAS and State CIO Katrina Flory, Office of Information Technology, DAS.
During the first session members engaged in open discussions on several data priorities and subcommittee focus areas, including the formation of Data Governance and Data Training and Capability subcommittees.
At the close of the meeting, many expressed their excitement to get started on this work and look forward to supporting Ohio as a data leader.
The council will meet on a quarterly basis and subcommittees will meet on a cadence determined by its members. More information will be shared at the next InnovateOhio Platform Data Analytics Forum on October 17.
