Tara SpencerTara Spencer, MS, RN, Acting Director, Division of Nursing and Public Health, Bureau of Health Workforce, HRSA

Tara is the Acting Director of the Division of Nursing and Public Health (DNPH) at HRSA's Bureau of Health Workforce (BHW). In this capacity, she provides strategic guidance and oversight for a $500 million per year investments focused on developing and increasing the health workforce through various education and practice programs. Under her leadership, the DNPH’s workforce development efforts support three key areas - Nursing Education and Practice, Advanced Nursing Education, and Behavioral and Public Health with a focus on increasing the supply, distribution, and preparation of a diverse nursing, behavioral and public health workforce prepared with the skillset to deliver quality care in community-based settings to rural and underserved populations and to promote new innovative models of health care delivery. Tara’s work experience prior to HRSA includes working as a Nurse Clinician in the Baltimore Metro Area. Tara has a Bachelor of Science in Nursing from Hampton University in Hampton, VA, and a Master of Science with a focus in Nursing Leadership and Management from Stevenson University in Owings Mills, MD.

Fraser Rothenberg ByrneFraser Rothenberg Byrne, MPA, Senior Advisor, Community Based Outreach, Health Systems Bureau, HRSA

Fraser is a Senior Advisor/Chief of Staff in HRSA’s Health Systems Bureau. She led the Community-Based Workforce for COVID-19 Vaccine Outreach (CBO) Program, a White House-led initiative with nearly $390 million in awards to 158 organizations and their local partners. Previously, she worked in HRSA’s Federal Office of Rural Health Policy where she helped establish the Rural Communities Opioid Response Program (RCORP) to address opioid prevention, treatment and recovery in rural communities. She has been at HRSA for 6 years. Prior to HRSA, Fraser worked as a consultant for 9 years, supporting various federal agencies including HRSA, CMS, and the HHS Assistant Secretary for Planning and Evaluation (ASPE), serving in research, evaluation, and policy roles. Across her career, Fraser has focused on underserved populations and improving health equity.

Marian has been at HRSA since 2012. During her tenure, Marian has managed nursing workforce grants that supported military veterans’ obtaining BSN degrees and working in primary care, state grants to increase technology usage in nursing, and nursing simulation education and practice grants. Currently she manages a grant portfolio that seeks to expand the public health workforce using Community Health Workers. Marian earned her baccalaureate nursing degree from Howard University and master of science in Health Promotion from Nebraska Methodist University.

Hannah WeinstockHannah Weinstock, MPP, Senior Director of Workforce Development, LaGuardia Community College | Project Director, Research Foundation of the City University of New York

Hannah is dedicated to preparing New Yorkers from every background for the jobs of the future and working collaboratively to strengthen the career pathways ecosystem across the New York metro area. As Senior Director of Workforce Development at LaGuardia Community College, she oversees workforce training and career skills certificate programs in sectors such as healthcare, technology, construction, and clean energy. Under the motto “dare to do more,” LaGuardia serves over 30,000 students each year, the majority of whom are low-income first-generation college students, representing the diversity of Queens and NYC. According to the Inequality of Opportunity Project, LaGuardia ranks 5th in the nation among community colleges for advancing economic mobility. Previously Hannah oversaw healthcare workforce initiatives at the NYC Department of Small Business Services as well as community organizing, leadership development, civics, and English language programs at Queens Community House, New Settlement Apartments, Asian Americans for Equality and the New York Civic Participation Project, a labor/community collaboration. Hannah holds a Masters of Public Policy from Harvard Kennedy School and speaks English, Spanish and Mandarin Chinese.

Tiffany HamiltonTiffany Hamilton, MA, BSN, CCHW-CT, Workforce Program Development Manager, ASPIN

Tiffany is ASPIN’s Workforce Program Development Manager and Project Director for the Community Health Worker Training Program. She has been with ASPIN since 2020, as the Program Coordinator for their Opioid Impacted Family Support Program. Tiffany graduated Summa Cum Laude from Saint Joseph's College/St. Elizabeth School of Nursing in 2013 with a Baccalaureate in Nursing. After graduation, Tiffany initially worked in an acuity adaptable Cardiac Care Unit and then the Emergency Department for five years as a RN. In December 2021, she graduated from Ball State University in with a Master of Art in Adult and Community Education. Tiffany is a Certified Community Health Worker and is passionate about prevention and self-advocacy, encouraging growth and self-empowerment through education.


Loma Linda University


Pamela FernándezPamela Fernández, MPH, Director, Community Health Workers/Promotores Academy, San Manuel Gateway College, Loma Linda University

Pamela is a public health professional and holds a master's degree in Health Education & Promotion from Loma Linda University, California. She began her role as an instructor at Community Health Workers/Promotores Academy at Loma Linda University in 2018. She was responsible for the development, instruction, evaluation, and delivery of the Community Health Worker (CHW) training. She has taught and supervised the training of more than 370 CHWs who practice in various settings across California and Puerto Rico. She coordinates a multidisciplinary team of instructors & educators, who throughout the CHW trainings emphasize the role of CHWs as agents of change. Her focus is on building the skills and capacity of CHWs/Ps to deliver high quality services to individuals and communities by addressing their social determinants of health. In her current administrative role as a program director, she continues overseeing the CHW/P training and creating connections with local, state and national organizations to support the CHW movement as a unique and transforming force.

Corin ReyesCorin Reyes, RN, BSN, Director of Health Equity, YWCA

Corin is a registered nurse with 15 years of experience in the healthcare industry. Her passion for health equity and social justice led her to become a community health worker, where she has dedicated herself to improving access to quality healthcare for underserved populations. She strives to be a role model for her daughters and empower them to become strong, compassionate, and socially responsible individuals. Currently, Corin is working with a team of amazing people at YWCA San Antonio to develop apprenticeships that bridge gaps in healthcare. Her vision is to create a diverse, inclusive workforce capable of providing quality care to all, regardless of race, gender, or socioeconomic status.
