As we move closer to the end of the patrol shift cycle and FY 21/22, I would like to reflect and thank all of you for continuing to demonstrate your understanding and belief in your purpose. During this year, our department members served at a high level despite a variety of challenges, tragic loss, and adversity. While we understand and respect some members of our family who decided to move on to other opportunities, we celebrate and appreciate everyone who continue to support our collective desire to work through adversity and work toward making improvements. We witnessed individuals emerge, step forward, and demonstrate leadership and a willingness to work on identifying solutions. I communicated to you in October 2021 the rate of change was going to be intense for several months and that prediction was certainly accurate. Although there were a few bumps, some frustrations, and communication hurdles along the way, our team handled all of the adjustments and changes well.  As anticipated, the rate of change has slowed and stabilized, however, more work is needed to put the issues of the past completely behind us. 

I am as confident as I have ever been that we are progressing, and better days are ahead of us. My continued optimism is founded on all that YOU have accomplished this year while confronted with complex issues. During this fiscal year, YOU committed to assisting our community with problem solving by utilizing the Community Connections Initiative. YOU worked through legislative mandates like RIPA, NIBRS, and AB 481 (Military Equipment). YOU committed to our City’s homeless response initiatives by supporting our MET Team. YOU brought forward the idea of developing a Retail Crime Detective position responsive to ongoing concerns of our business community. YOU articulated the need to increase and enhance our response to animal-related services. YOU worked out a plan to transition from a Type 1 detention facility to a transportation model. YOU answered calls and dispatched resources despite ongoing staffing shortages. YOU received many recognitions for exemplary service by state officials and community members. Utilizing data, YOU helped develop a more effective and efficient patrol deployment model. YOU assisted with our recruiting efforts. YOU remained patient as we conducted a comprehensive audit of our Armory and Property & Evidence Unit. YOU committed to making a difference at local shopping centers by developing a crime mitigation overtime detail. YOU adjusted our School Resource Officer Unit resulting in the Model Agency Award and national recognition. YOU developed ideas on adjusting patrol-based tactics policies (3-Unit response and public safety vehicle blocking.) YOU sacrificed time with your family to serve this community. YOU continued our “Tradition of Excellence.”

The complete list of exceptional work is too numerous to note in this document. Fiscal year 21/22 offered evidence of a brighter future in many other ways.  We had an opportunity to set a budget supportive of our desire to respond to ongoing staffing and equipment needs. We also welcomed many highly competent supervisors and managers with the addition of a new Deputy Chief, two Captains, four Lieutenants, and four Sergeants. Our Org Chart was recently updated to reflect all the additions and changes (see below). The Fremont community, city leadership, and department management team maintain a high level of support and respect for all that you do. The “thud” you hear is a well-deserved pat on your back!

Please continue to take care of yourself and each other! I look forward to all WE will accomplish TOGETHER in FY 22/23.
