FEMA. Mitigation Minute for April 15, 2020. Strengthening Medical Lifelines with Hazard Mitigation in Missouri. Photo from Texas County Memorial Hospital. In 2017, the State Emergency Management Agency (SEMA) awarded Texas County Memorial Hospital (TCMH) a Critical Facilities Generator to replace an existing 40-year-old 175 kilowatt generator. This is one of three generators that helps to power a portion of the Missouri-based hospital during electrical outages. Of 84 medical-related Hazard Mitigation Grant Program (HMGP) projects from 2008 to 2018, 37 percent are generator projects totaling $24.1 million in federal obligated funds. Most generators have a lifespan of 20 to 25 years and the new replacement will mean better patient care during power disruptions, especially during major disasters. TCMH cares for approximately 12,000 Emergency Room visitors and 1,800 hospitalized patients annually. States, local governments, tribes and territories may prioritize the investment of HMGP funds with a particular emphasis on the health and medical lifelines.
