Construction Updates

E Madison St is opening to two-way traffic in Capitol Hill

We’ve reached another major milestone on the project and have completed most of the paving work in Capitol Hill! We plan to re-open eastbound E Madison St between 12th Ave and 16th Ave today. During the closure, we rebuilt the roadway, installed and relocated underground utilities and drainage systems, and replaced a 120-year-old waterline. We’ll continue working in the roadway to complete some final paving work, build the new center running bus stations, add red bus lanes, and install other pavement markings. We thank everyone for your continued patience during this closure and ongoing construction.

Intersection Changes in First Hill

You may have noticed recent changes at a few intersections in First Hill. These changes have changed how people drive through these intersections.

Madison St and Terry Ave. We replaced the full traffic signal at this intersection with pedestrian signals across Madison St and stop signs on Terry Ave. The new pedestrian signals will allow pedestrians to cross Madison St and access the new center running bus station once it has been built. There are new stop signs on Terry Ave and people driving are now restricted to right turns only from Terry to Madison. We’re installing temporary posts on Madison St at the intersection of Terry to help reinforce the right turn only restrictions. This change also restricts people driving on Madison St from taking left turns onto Terry Ave.

Spring St and Boylston Ave and Summit Ave. We recently added 4-way stop signs at the intersections of Spring St and Boylston Ave and Spring St and Summit Ave. These new stop signs will help manage traffic on Spring St prior to building a new center running bus station on Madison St between Boylston Ave and Summit Ave. Some parking has been eliminated at the corners of these intersections because of clearance requirements at the new stop signs. We’re still adding stop bars to the pavement.

New signals and new trees

We’ve been hard at work installing new signal poles throughout the project area. You may have noticed new signal poles and mast arms at several intersections. We anticipate that most of the remaining poles will be installed by the end of the year. After the poles are installed, we’ll finish work to install the signal heads and turn on the new signals.

We’re also starting to plant new trees in areas where the sidewalk work has been completed. We’ll be planting trees through the end of the year and will plant additional trees next year in the next planting season.

You asked, we answered

Temporary posts on 11th Ave at E Pike St

We installed temporary posts on E Pike St at the intersection of 11th Ave to address safety concerns at the intersection while the Route 2 is detoured. As part of the current detour, the westbound Route 2 makes left turns from E Pike St to 11th Ave. Buses need to make the turn from main travel lane. The posts prevent other vehicles from entering the center turn lane, reducing the opportunity for collisions with buses making left turns from the main travel lane. The posts will be removed once the Route 2 returns to its normal route.

Detours and Closures

Partial weekend closures of 19th Ave at the intersection of E Madison St

We’re working at the intersection of E Madison St and 19th Ave to install electrical conduit and repave the road. We’ll be working at the intersection over 3 upcoming weekends. During this work, access to northbound 19th Ave will be closed at E Madison St. E Madison St will remain open to traffic, and 19th Ave north of E Madison St will remain open to local access. Sidewalks will also remain open, and the Route 12 bus will be rerouted around the closure. There will be a signed detour for people driving, directing people to use E Thomas St/E John St and 23rd Ave E.

Work is currently scheduled for the following weekends.

  • Friday, October 27 at 7 PM – Monday, October 30 at 6 AM
  • Friday, November 3 at 7 PM – Monday, November 6 at 6 AM
  • Friday, November 10 at 7 PM – Monday, Nove3mber 13 at 6 AM

This work is weather dependent and subject to change. The road may re-open later than 6 AM if additional time is needed for the concrete to cure due to potentially colder conditions.

The map below shows the portion of the intersection that will be closed to traffic.

Access to 19th Ave north of E Madison St will be closed during weekend construction work

What We've Been Working On

We continue to make steady progress and thank everyone for their continued patience during construction. Here’s what we accomplished in the month of September.

  • Poured and finished 3,061 square yards of new concrete roadway panels.
  • Installed 1,081 feet of new concrete curb. That’s about 20 feet more than the height of the Eiffel Tower!
  • Poured and finished 658 square yards of new concrete sidewalks.
  • Laid down 8,418 feet of new thermoplastic crosswalk markings. That’s almost the same length as Runway 3 at SeaTac International Airport.
  • Painted 7,363 feet of new lane lines. That’s more than one third the entire length of Madison St.
  • Painted 2,470 square feet of green bike lane markings and painted 3,708 square feet of red bus lane markings.
  • Installed 9 new pole foundations.
  • Trenched and installed 4,715 feet of new underground utility conduits, including 42 new utility junction boxes. If you were to line that conduit up, it would stretch from the floor of Yosemite Valley to the top of Half Dome!

We’ll continue to share information on our progress and will update our estimated completion percentage next month. We expect construction to be complete by summer 2024.

King County Metro Bus Stop Closures & Relocations

As construction continues, we will need to temporarily reroute buses or close and relocate bus stops. These detours and closures can change frequently. Please visit King County Metro's Transit Alert page for the most accurate information, and sign up for Metro Transit Alerts. Metro Alerts are the best way to stay up to date on bus reroutes and impacts to bus stops.

Transit Alerts

Did you know? People with accessibility needs can book a trip using Metro Access. You can also use mapping tools like google maps to plan your bus trip and stay informed of bus stop closures and relocations. When you enter your trip, google will alert you there are any bus stop closures on your route, including locations of relocated stops. If you have questions, you can reach King County Metro customer service at 206-553-3000.

A few of the longer-term bus reroutes include:

  • The Route 8 is rerouted in Madison Valley because of roadwork on E Madison St and Martin Luther King Jr. This reroute is likely to remain detoured in this area into the spring of next year.
  • The Route 2 continues to be rerouted through Capitol Hill. We are working on restoring this route to its original path in phases. We are aiming to return the eastbound Route 2 by the end of the year and the westbound Route 2 in early spring of 2024.
  • The Route 12 will return to Madison St next week! Please note that construction at 19th and E Madison will cause a temporary reroute during weekends. However, service will be restored on the original route.
  • Route 11 is returning to its original route.
  • The bus stop on the northside of E Madison St between 27th and 28th Ave is moving back to its original location. We will relocate this bus stop again temporarily when we rebuild the sidewalk on this block later in the winter.
  • The bus stop on the north side of E Madison St between 24th and 25th has been relocated to the next block westward. This relocation will remain until we finish the sidewalk work from 24th to 28th Ave.

What's Happening Next Month

The below information is based on a preliminary schedule that is subject to change. Expect daytime work from 7 AM to 5 PM, Monday through Friday with some night and weekend work. Follow posted signs and detours for safe access through construction zones.

We are maintaining pedestrian access around this sidewalk work wherever possible. People should use the protected paths and follow all sidewalk and crossing detours and closures.

Downtown (1st Ave to 7th Ave)

  • There is ongoing sidewalk work on Madison St, including:
    • At the SW corner of 2nd Ave and Madison.
    • At the SW corner and SE corner of Madison and 4th Ave
    • On 5th Ave at the NE corner and SE corner
  • Sidewalk work will take place on the north side of Madison St between 3rd and 4th Aves. This work is expected to take a few weeks to complete.
  • Sidewalk work on the SW corner of Madison St and 6th Ave is expected to begin the second week of November. Work at this corner is expected to last several weeks as we work to remove an old streetlight.
  • Sidewalk work will resume at the NW corner and SE corner of Madison St and 1st Ave in November. Work at these corners has been delayed because of design issues.

First Hill (7th Ave to Broadway)

  • We’re wrapping up signal upgrades at several locations including 7th Ave and Madison, 8th Ave and Madison and 7th Ave and Spring. The upgraded signals will have improved communication systems to help transit and other traffic on Madison St keep moving.
  • We’re getting ready to resume road work on 9th Ave between Spring St and Madison St in early November. We’ll finish installing electrical conduit and road paving.
  • Sidewalk work continues on the west side of Boren Ave between Spring and Madison streets. We anticipate finishing this work in early November. Later, we’ll return to rebuild the sidewalk on the east side of Boren Ave.
  • Work at the southwest corner of Boyleston Ave and Madison St will resume in November. Recently, Seattle City Light installed new poles to replace older infrastructure. Work will resume on the southwest corner and extend along the south side of Boylston over the next few weeks.
  • We continue to work on the new traffic signal at 8th Ave and Spring St. We expect to turn on the new signal as soon as early November.

Capitol Hill (Broadway to 23rd Ave)

  • Signal pole and streetlight pole installations continue throughout the area. As final poles are installed, temporary lights and signals will be removed.
  • In early November, we will start road work at the intersection of 14th Ave and Pike St. This work will take place in phases and may require temporary closures at the intersection to install new utility conduits and repave the roadway surface.
  • Roadwork on 18th Ave north of E Madison St is scheduled to resume in mid-November. In October, we removed the old roadway in this area, completing the first phase of work. We will return in mid-November to finish repaving the road.
  • Roadway work at the intersection of 19th and E Madison Set is set to take place during upcoming weekends. Crews will install new utility conduits and repave the road. Please see the section above about weekend closures at 19th and E Madison St for more detail.
  • Sidewalk work is taking place or will begin soon on E Madison St in the following locations:
    • South side between Broadway and 10th starting this week and continuing for several weeks.
    • At the SE corner of 12th and Madison. We anticipate having this corner restored by mid-November.
    • At the NE corner of 12th and Madison. We anticipate having this corner restored by early November.
    • On the east side of 12th Ave, just north of E Madison St, starting in Mid-November
    • On the north side between 13th and 14th starting in early November and continuing for a few weeks.
    • On the south side between 16th and 17th continuing into mid-November.
    • On the south side between 17th and 18th starting early November and continuing for a few weeks.
    • At the NW corner of 20th Ave starting mid-November.

Madison Valley (23rd Ave to MLK Jr Way)

  • Road work at the intersection of E Madison St and 28th Ave continues. We expect to finish repaving the north portion of the intersection in mid-November. Once we finish the north side, we will begin work on the south side of the intersection.
  • Road work is wrapping up on the north side of E Madison St between 27th and 28th avenues, and at the intersection of 25th. Vehicles traveling southbound on 27th Ave can now access E Madison St.
  • There is upcoming road work on Martin Luther King Jr Way and E Harrison St. Earlier this year, we finished rebuilding the roadway on the eastern side of Martin Luther King Jr Way from E Harrison St to E Madison St. Later this winter, we will begin rebuilding the center and west side sections of this roadway.
    • We will also pave the southern half of the intersection of Martin Luther King Jr Way. There is not enough space to keep both northbound and southbound traffic open while we complete the remaining paving work.
    • We’ve been working with SDOT’s traffic operations division and King County Metro to plan for this work and anticipate closing the street to southbound traffic from E Madison to E Harrison during paving.
    • There will be temporary access impacts to the parking spaces on the west side of Martin Luther King Jr Way between E Madison St and Arthur Pl.
  • Sidewalk work will be taking place on E Madison St:
    • On the north side between 24th and 25th beginning as soon as November 6.
    • On the north side of E Madison between 25th and 26th Ave beginning as soon as November 13.
    • On the north side of E Madison St between 26th and 27th Ave beginning as soon as November 20.
    • On the north side of E Madison St between 27th and 28th Ave in December.
  • Sidewalk work at MLK and E Harrison St is scheduled to wrap up next week. We’ll continue working in the area to install the new traffic signal.

Seattle Transportation Plan (STP) Comment Period Extended to October 31 and new opportunity to comment on project and programs

  • We've put together a bunch of ideas for transportation projects that can help make Seattle better, and you can see them all at our STP Online Engagement Hub. Each project could cost over $10 million to build, so we can't do them all right away. We need your help to figure out which ones are the most important.
  • Got a minute? Swing by the STP Online Engagement Hub and let us know what you think. Remember, we need your thoughts on projects and programs by November 20.
