Program 15: Stairways

Levy to Move Seattle commitment: Make other bridge safety investments including stairway and structure repair and rehabilitation.  

In the 2018 Workplan Update Report, we set a target of completing approximately five projects annually. We are on track to meet the Levy goal, having completed 5-6 stairway projects each year for a total of 39 through 2022.

Seattle is hilly! That’s why we have stairways connecting streets throughout our neighborhoods. There are over 500 stairways in Seattle, totaling over 6 miles. 

Stairway maintenance is prioritized based on the structural condition of stairway assets. To keep stairways safe and accessible, we inspect the condition of each public stairway across the city and identify needed repairs.  

Some of the repairs we make on stairways include: 

  • Rehabilitation of “slab and rail” stairways. Many stairways are made of rails and concrete slabs salvaged in the 1940’s when the city converted from trolleys to buses  
  • Rebuilding stairways to current standards. This includes clearing the adjacent vegetation, demolishing the old stairway, pouring new concrete, and fabricating and installing new handrails.

In 2022, we:  

  • Rebuilt four stairways to the current standard: 
  • Stairway at SW Spokane St & SW Admiral Way 
  • Stairway at Highland Dr & 2nd Ave N 
  • Stairway at S Holgate St between 16th & 17th Ave S 
  • Stairway at SW Findlay St between 37th & 38th Ave SW 
  • Upgraded a rail on the stairway at W Dravus St between 9th & 10th Ave W to the current standard. 
  • Rehabilitated and preserved the stairway at E Prospect St & McGilvra Blvd E. Some of our stairways built in the 1930s are made of old streetcar slab material, and many stairways and retaining walls built in the 1940s-1950s were made of old concrete slabs that were part of Seattle’s original streetcar system. We have selected some to rehabilitate and preserve due to community significance.
