The D.S. Settlement Draft Data Addendum is now available on the D.S. Settlement webpage. The Data Addendum is the second part to DCYF’s D.S. Settlement Implementation Plan and addresses:
- Final exit criteria and quality assurance benchmarks for each System Improvement
- A way of tracking whether Class Members are being served in the least restrictive and most integrated setting
- The methodology for measuring and tracking Defendants’ progress toward achieving each System Improvement and any intermediary steps
- The methodology for measuring and tracking progress toward achieving each of the exit criteria set forth in paragraphs 37-45
- The approach for determining capacity needs for each System Improvement
The public and the Plaintiffs have until Jan. 19 to provide feedback. The Addendum will be finalized on Feb. 2.

The D.S. Class Action Complaint was filed in January 2021 on behalf of youth experiencing placement instability. DCYF reached a Settlement Agreement, which requires the agency to better provide for stability and support of dependent children while in out-of-home care and prompt reunification efforts made with their families.
The System Improvements the D.S. Settlement focuses on are part of DCYF’s Thriving Families campaign, which includes multiple projects and initiatives in the child welfare space that focus on prevention, supporting families and staff, and strengthening our practice.
