Notice Regarding Public Comment Period for Intended Regulatory Action
The Notice of Intended Regulatory Action (NOIRA) to repeal the current Standards for Licensed Child Day Centers (8VAC20-780) and establish a new chapter will be published in the Virginia Register of Regulations (Volume 40, Issue 10) on January 1, 2024, starting a 30-day public comment period that continues through January 31, 2024.
The NOIRA seeks to repeal 8VAC20-780, Standards for Licensed Child Day Centers, and establish a comprehensive new chapter, 8VAC20-781. The purpose of this regulatory action is to provide greater flexibility; adjust the structure, format, and language of the current regulation; remove duplicative requirements found in the Code of Virginia; incorporate updates to address everchanging national health and safety guidelines and practices; and incorporate updates to the regulation while preserving protection of the health, safety, and welfare of children in care in licensed child day centers regulated by the VDOE. In addition, pursuant to Executive Order 19, a review of the regulations will be conducted pursuant to regulatory reduction goals.
Comments on the NOIRA for this regulatory action may be submitted via Regulatory Town Hall at https://www.townhall.virginia.gov/; or emailed to Tatanishia Armstrong, Legislative Consultant, Virginia Department of Education, 101 N. 14th St., Richmond, VA 23219, 804-382- 5047, tatanishia.armstrong@doe.virginia.gov. In order to be considered, comments must be received by 11:59 pm on the last day of the public comment period.
