During the roundtable, FSIS will provide information that is relevant to small and very small establishments. Establishment owners/operators can share their thoughts, concerns and suggestions directly with FSIS leadership from the Des Moines District Office and Washington, D.C. FSIS wants to hear from you, and we use feedback received from roundtables like this to make changes. Members of FSIS’ Office of Field Operations and Office of Policy and Program Development will be in attendance and USDA Agricultural Marketing Service will present virtually.

FSIS released two new generic hazard analysis and critical control point (HACCP) models for egg products: HACCP Model for Dried Egg Products and HACCP Model for Pasteurized Liquid Egg Products. FSIS HACCP models are available on the FSIS Guidelines page and the Small & Very Small Plant Guidance page of the FSIS website. Additional HACCP models will be posted and announced in future Constituent Updates as they are developed or revised.
FSIS revised its allergen method, Screening and Confirmation of Allergens by XMAP® (CLG-ALG1) to reflect recent updates in allergen testing policy and laboratory practices. These changes align with Food and Drug Administration allergen guidance, Guidance for Industry: Questions and Answers Regarding Food Allergen Labeling (Edition 5), and improve overall laboratory efficiency. The updated method will be posted no later than June 16, 2025, on the Chemistry Laboratory Guidebook page of the FSIS website.
A summary of outbreaks investigated during fiscal year (FY) 2024 is now available on the FSIS website. This report summarizes outbreaks investigated by FSIS during FY 2024 and includes information on pathogens, implicated sources, illnesses, and lessons learned from outbreak investigation after-action reviews.
FSIS has posted the National Residue Program Quarterly Report (January – March 2025) and associated datasets. The report and datasets cover residue sampling data for domestic (surveillance and inspector-generated) and import sampling programs for the second quarter of fiscal year 2025. The quarterly report summarizes the chemical residue results for the U.S. National Residue Program for meat, poultry, and egg products, helping to ensure a safe food supply.

My FSIS inspector issued a noncompliance record for my establishment. How can I respond to a noncompliance record in the PHIS?
First, please note that it is not required for you to give FSIS a written response to a noncompliance record. If you choose to provide a written response, and would like to provide the response electronically, you may do so through the PHIS. You’ll need an active PHIS account and the Plant Management or Corporate Administrator role.
- Select the My Establishments/Select Establishments menu item on the left menu in the PHIS.
- Click the select button for the applicable establishment.
- Click on the Respond to NR menu item.
- Find the desired noncompliance record in the grid and click the corresponding button in the Response column to open the Plant Management Response page for the noncompliance record.
- Click the appropriate button to accept the FSIS decision or appeal the noncompliance and enter supporting text in the text field.
- If desired, you can upload an attachment in the Attachments grid at the bottom of the page.
- Click the Submit button at the bottom of the page to enter your response.

askFSIS Public Q&A: Work-in-progress (WIP) product labeling
WIP stands for work-in-progress or work-in-process. The Federal Meat Inspection Act requires that inspected and passed meat or meat food product prepared for commerce must bear certain labeling as prescribed by the Secretary. The Poultry Products Inspection Act requires that immediate containers holding inspected and passed poultry must bear certain required labeling at the time they leave the establishment as prescribed by the Secretary. The Secretary's prescribed labeling requirements for meat and poultry products that are in immediate containers are codified in 9 CFR 317.2 and 9 CFR 381 Subpart N, respectively. FSIS has determined that WIP products are not considered "immediate containers." Because of this, the codified labeling requirements do not apply to WIP products.
However, both the Acts and the Regulations require identification of all products. 9 CFR 318.2 and 381.145(b) give inspection program personnel (IPP) the authority to perform re-inspection of meat and poultry products. To re-inspect a product, IPP must know the identity of that product. Upon request, the establishment must provide the inspector with the identity of the product, the ingredients in the product, and the origin of the product (producing establishment and lot). The establishment must also explain the way they maintained the identity of that product. A printed label on the container is one way of maintaining the identity of a product, but a printed label is not required to identify WIP product.
Plant management is responsible for meeting the requirements of 417.5(c) prior to shipment of finished labeled product. IPP will expect to see the prior shipment review records as part of their HACCP verification.
