FEMA updated the Local Mitigation Planning Policy Guide, which is now available on the agency’s website. The Guide is the official interpretation of the mitigation planning requirements in the Robert T. Stafford Disaster Relief and Emergency Assistance Act (Stafford Act) as amended and other federal statutes and regulations, including Title 44 Code of Federal Regulations Part 201 Mitigation Planning.
The updated Guide becomes effective immediately upon the official release.
Changes in the 2025 update include removing requirements related to climate change and equity. These actions ensure that FEMA guidance aligns with the President’s Executive Orders and the U.S. Department of Homeland Security Secretary Noem’s direction that best supports states and local communities in disaster planning, response and recovery.
FEMA announced that federal disaster assistance has been made available to the Commonwealth of Virginia to supplement recovery efforts in the areas affected by severe winter storms and flooding from Feb. 10-18.
Public Assistance federal funding is available to the commonwealth, tribal and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of disaster-damaged facilities in Bland, Buchanan, Carroll, Craig, Dickenson, Floyd, Franklin, Grayson, Lee, Pulaski, Russell, Scott, Smyth, Tazewell, Washington and Wise counties and the independent city of Bristol.
Additional designations may be made at a later date if requested by the state and warranted by the results of further assessments.

Right of Entry Forms Extended to April 15 for Los Angeles County Residents
To have debris removed by the U.S. Army Corps of Engineers, property owners affected by the Los Angeles Wildfires must submit a Right of Entry form to Los Angeles County. The deadline to submit a Right of Entry form has been extended to Tuesday, April 15.
All property owners should submit the form by April 15, either opting into the program or opting out.

Kentuckians and West Virginians Can Apply for FEMA Assistance
Individuals in the designated areas of Kentucky and West Virginia who were affected by severe storms, straight-line winds, flooding, landslides and mudslides in February can apply for federal disaster assistance.
If you have homeowners, renters or flood insurance, you should file a claim as soon as possible. FEMA cannot pay for losses covered by insurance. You may be eligible for federal assistance if your policy does not cover all your disaster expenses.
The first step to receiving FEMA assistance is to apply. There are four ways to apply:
- Go online to DisasterAssistance.gov.
- Use the FEMA App.
- Call the FEMA Helpline at 800-621-3362. If you use a relay service, such as Video Relay Services (VRS), captioned telephone, or other services, give FEMA your number for that service.
- Visit a Disaster Recovery Center (DRC). To find a Disaster Recovery Center, go online to fema.gov/drc or text DRC and your ZIP code to 43362.
