December has arrived, which means that onboarding for the 2023 FEMA Tender of Service Program year has begun! On November 15, 2022, the FEMA Tender of Service Program kicked off the onboarding season with over 660 attendees for its annual Virtual Industry Day webinar via Zoom. During the webinar, prospective Transportation Service Providers (TSPs) learned about the requirements to become a FEMA-approved TSP. If you were unable to attend the webinar, but are interested in providing transportation services to FEMA, please click here to visit the FEMA Tender of Service Program website for information on the onboarding process. Remember that January 6, 2023 is the deadline to submit your TSP Registration and LSCMS-C Access Control Forms and January 31, 2023 is the deadline to fully complete the onboarding process. This year’s hurricane season brought two major responses from FEMA. |
|
Hurricane Fiona made landfall in Puerto Rico on September 18, 2022 as a Category 1 storm with maximum sustained winds around 80 mph and eventually developed into a Category 4 Atlantic hurricane along its pathway north into Canada. Fiona hit Puerto Rico nearly 5 years to the day after Hurricane Maria and caused flooding, damaged infrastructure, and left many without power or drinking water. It was the sixth named storm, third hurricane, and first major hurricane of the 2022 Atlantic hurricane season. |

Hurricane Ian was a large and destructive Category 4 Atlantic hurricane that was the deadliest hurricane to strike the state of Florida since the 1935 Labor Day hurricane. Ian caused widespread damage across western Cuba and the southeast United States, especially the states of Florida and South Carolina. It was the ninth named storm, fourth hurricane, and second major hurricane of the 2022 Atlantic hurricane season. |

Q: Can I register as an asset-based company as well as a broker?
A: Yes! TSPs can register as asset-based, broker, or both. If you want to register as both, check both boxes on your one TSP Registration Form.

Q: I help manage an asset-based and broker company that have different SCACs, can I register both?
A: It depends. Each registered TSP must have a unique physical address, SAM registration, SCAC, and LSCMS user accounts. If any multiple companies share any of these aspects (eg. Share the same physical address), then they cannot register separately. In most cases, we recommend registering whichever entity acts as the broker. However, remember to carefully read the FEMA STOS for broker rules. For example, we do NOT allow double brokering.

Q: I have different insurance policies that add up to the minimum $300,000 coverage requirement. Will this be accepted?
A: We will only accept ONE ACORD form from one provider, but they can compile the information from your multiple policies. As long as one of your providers can compile this info into a single document and clarify that you meet the $300,000 cargo insurance coverage per shipment coverage needed, then this will be accepted.

Q: Once I am approved, when will I start getting loads?
A: Newly approved TSPs are eligible for FEMA transportation opportunities starting on May 1, 2023. However, being a FEMA-approved TSP does not guarantee you will be given load opportunities. Due to the nature of disaster response, we cannot predict what our needs will be any given year.

Q: I already have an LSCMS account, do I need to request another one during onboarding?
A: No. If you have a currently active LSCMS account, you do NOT need to request another account.

|
Q: I’m locked out of my LSCMS account! How do I regain access?
A: Please contact the FEMA Enterprise Service Desk (ESD) for assistance with your account, at 1-866-804-2394. They will help get you squared away.
