In recognition of National Preparedness Month and National Hispanic Heritage Month, FEMA and the Ad Council released new Ready Campaign Public Service Announcements (PSAs), developed specifically for the Latino community as part of FEMA’s approach to advance accessibility and cultural competency in boosting the nation’s preparedness.
The new “Prepare to Protect” PSAs in Spanish and English inform people living in communities across the country how to prepare for natural disasters. These new PSAs represent a first for FEMA with the specific focus on the Latino community and will supplement the other elements of this year’s campaign’s work to reach all audiences around the nation.

Additionally, this year FEMA's Ready Campaign has created content in various languages, including Korean, Vietnamese, Chinese and Spanish, to help reach communities throughout the country and be more inclusive of products that reflect our diverse nation. The Ready.gov/September webpage contains all these resources to share with communities, stakeholders, family and friends. The page also contains a social media toolkit with animated graphics that can be used throughout the year.

As we close out the month of September, FEMA remembers and honors all the responders who put themselves in harm's way to respond to the Sept. 11, 2001 terrorist attacks. This year marked the 20th anniversary and the Agency will never forget those who lost their lives on that devastating day.
To honor its staff, FEMA launched an anniversary webpage detailing the experiences of those who responded on Sept. 11. Visit FEMA.gov to learn about those who served that day.
Fourteen members of Congress are serving as 2021 co-sponsors for the 2021 National Preparedness Month. Throughout September, the FEMA Bulletin will feature statements from these members.

FEMA released six search and rescue resource typing and job title/position qualification documents for final publication. These resource typing documents will facilitate the sharing of deployable resource types at all jurisdictional levels.
The positions include six search and rescue resource typing and job title/position qualification documents:
- Structural Collapse Search Team.
- Structural Collapse Search Team Leader.
- Structural Collapse Search Technician.
- Structural Collapse Rescue Team.
- Structural Collapse Rescue Team Leader.
- Structural Collapse Rescue Technician.
Resource typing is a key component of the National Incident Management System and enables organizations from across the country to work together during incidents of all types and sizes. Implementing the national resource management principles across the nation is a fundamental part of building our national preparedness.
Resource typing definitions establish measurable standards of resource capabilities and performance levels of teams, equipment and units. National Incident Management System job titles and position qualifications establish standards and capabilities for personnel to manage all threats and hazards, regardless of incident type or size.
FEMA Announces Funding Opportunities for BRIC and FMA Grant Programs
FEMA posted funding notices for two hazard mitigation grant programs for $1.16 billion.
The Flood Mitigation Assistance and the Building Resilient Infrastructure and Communities provides funds to states, local communities, tribes and territories for eligible mitigation activities to strengthen our nation’s ability to build a culture of preparedness. These programs fund projects that invest in a more resilient nation, reduce disaster suffering and avoid future disaster costs.
The application period opens on Sept. 30 and the funding notices are available on Grants.gov.
Eligible applicants must apply for funding using FEMA Grants Outcomes, the agency’s grants management system. Submit applications in FEMA Grants Outcome Portal no later than 3 p.m. ET on Jan. 28, 2022. Applications received by FEMA after this deadline will not be considered for funding.

FEMA Offers Exercise Assistance to Stakeholders
FEMA is accepting requests for exercise support through the National Exercise Program. State, local, tribal and territorial jurisdictions can request no-cost assistance for exercise design, development, conduct and evaluation to validate capabilities across all mission areas.
FEMA is hosting webinars for all interested governments and other community partners on the exercise support process. Please visit the webinar webpage to register. The last webinar will be held 1 p.m. ET on Oct. 1.
Fall 2021 requests for support are due no later than Nov. 1. To submit a request for exercise support, download the nomination form, then email the completed form with any supporting documentation to NEP@fema.dhs.gov. Awardees will be notified by Dec. 10. FEMA Updates Comprehensive Preparedness Guide 101
FEMA updated the “Comprehensive Preparedness Guide (CPG) 101: Developing and Maintaining Emergency Operations Plans.”
To assist with the rollout, FEMA will host a series of 60-minute webinar sessions to discuss the update and key changes to CPG 101 with whole community partners. These webinars will highlight the changes in the document and help planners at all levels utilize the principles, concepts, tools and process from the CPG 101.

DHS Hosts Prepare to Protect Webinar
This National Preparedness Month, DHS Center for Faith-Based and Neighborhood Partnerships will host a webinar, “Prepare to Protect: Resources for Faith-Based and Community Leaders to Access FEMA Recovery and Mitigation Programs.”

FEMA Issues Final Rule for Mitigation Programs
On Sept. 10, FEMA published the final rule in the Federal Register that includes an update to the Hazard Mitigation Assistance programs and mitigation planning regulations. The rule incorporates requirements enacted by the Biggert-Waters Flood Insurance Reform Act of 2012 (BW-12) and reflect uniform administrative requirements.
The final rule will be effective on Oct. 1 and can be viewed at Regulations.gov by using the Docket ID: FEMA-2019-0011.
