Area Port of Seattle
Purpose:
This is an update to the TIN 2025-09 issued January 30, 2025.
Details:
In an effort to facilitate the movement of cargo and expedite the cargo examination process, Customs and Border Protection (CBP) Seattle Area Port is implementing changes related to the transfer of cargo to a Centralized Examination Station (CES). Effective immediately, all shipments held for an enforcement examination will be transferred by the CES operator to the CBP designated CES. A 1X transfer for exam will be issued by CBP to authorize the movement of the cargo to the CES.
For shipments held for an entry intensive or agriculture physical examination, importers or brokers will still be allowed to select the CES and designate a CBP approved bonded carrier to move the cargo. Within three business days of the entry intensive or agriculture hold being placed, the importer or broker must notify CBP of the selected CES. The name of the bonded carrier and their bond number must also be provided. If the importer or broker fail to designate a CES within the 3-day timeframe and provide the carrier bond number, CBP will select the CES and place a 1X transfer for exam. CBP will also notify the CES operator to transfer the shipment for examination.
For entry intensive examinations, CES selection and bonded carrier information can be sent to tacomatrade@cbp.dhs.gov for Tacoma vessel arrivals and seattle-trade@cbp.dhs.gov for Seattle vessel arrivals.
For agriculture examinations, CES selection and bonded carrier information can be sent to 3002Agholds@cbp.dhs.gov for Tacoma vessel arrivals and 3001Agholds@cbp.dhs.gov for Seattle vessel arrivals.
