CSMS # 68510144 - Update to ACE CATAIR PGA Message Set is Now Available

The ACE CATAIR PGA Message Set has been updated. The document can be found here: https://www.cbp.gov/document/guidance/pga-message-set

Two new qualifier codes (LAT, LON) were added to the PG60 record and are valid for the parent record PG19. One new inspection/lab testing status was added (N) for the PG30 record.
