CSMS # 67749745 - CBP Issues Proposed Rule to Require Electronic Export Manifest (EEM) for Vessel (Ocean) Mode of Transportation
On February 10, 2026, U.S. Customs and Border Protection (CBP) published the Electronic Export Manifest for Vessel Cargo Proposed Rule to require the trade community to use the Automated Commercial Environment’s (ACE) Electronic Export Manifest (EEM) system for filing outbound vessel cargo transactions. Mandatory EEM use for electronic export vessel manifests will enhance visibility of outbound vessel cargo by requiring outbound vessel manifest submission prior to cargo departure from the United States. Members of the public have until April 13, 2026, to comment on the proposed rule. Individuals wishing to comment on the proposed rule may access the Federal e-Rulemaking Portal at www.regulations.gov and follow the instructions for submitting comments. Submissions must include the agency name and docket number.
