Area Port of Portland, OR
Subject: 2026 Annual User Fee Due Date for Customs Brokers
This is to advise all Customs Brokers that the 2026 Annual User Fee of $185.38 that is assessed for national permits held by a broker, whether it may be an individual, partnership, association or corporation is due by Friday, January 30, 2026. U.S. Customs and Border Protection announces this date of payment for 2026 in accordance with the Tax Reform Act of 1986.
Section 13031 of the Consolidated Ominbus Budget Reconciliation Act of 1985 (19 U.S.C. 58c) established that an annual user fee of $185.38 is to be assessed for each Customs Broker permit held by an individual, partnership, association or corporation. This fee is set forth in the Code of Federal Regulations in Section 111.96(c), (19 CFR 111.96).
U.S. Customs and Border Protection regulations provide that this fee is payable for each calendar year in each broker district where the broker was issued a permit to do business by the due date that is published in the Federal Register annually.
This fee must be paid by each broker that holds a national permit and is conducting business as an entity, whether as an individual (sole proprietor), partnership, association or corporation. It is not required from licensed individuals who do not hold permits; for example, a licensed individual who is an officer or employee of a brokerage firm that conducts Customs business under its own permit.
If a broker fails to pay the fee by January 30, 2026 the broker will receive written notification of their failure to pay. This written notification will constitute revocation of the permit. The broker must then reapply for a permit and pay the $100 application fee in accordance with Section 111.96(b) of the Code of Federal Regulations, in addition to the User Fee, before a permit will be issued.
