On November 21, 2025, the “Notice of Enhanced Air Cargo Advanced Screening,” was placed on public inspection in the Federal Register which will be effective on November 21, 2025, at 12:01 a.m. eastern daylight time: Federal Register :: Enhanced Air Cargo Advance Screening (ACAS).
19 CFR 122.48b(d)(1) ACAS data elements. Some of the ACAS data elements are mandatory in all circumstances, some are conditional and are required only in certain circumstances, and others are optional. The following data elements are required to be submitted at the lowest air waybill level (i.e., at the house air waybill level if applicable) by all ACAS filers and are defined as set forth in § 122.48a unless otherwise provided in this paragraph (d)(1):
Original ACAS Data Elements included:
- Shipper name
- Shipper address
- Consignee name
- Consignee address
- Cargo Description
- Total quantity based on the smallest external packing unit
- Weight
- Airway Bill
The Enhanced ACAS data elements expanded the mandatory and conditional data element requirements to include the following:
Enhanced Mandatory Data Elements (new):
- Consignee Email
- Consignee Phone Number
- Shipment Packing Location and/or Scheduled Shipment Pickup Location
- Ship to Party
- Verified Known Consignor* = yes or no
Conditional Data Elements required if shipper is not a Verified Known Consignor (new):
- Shipper Email
- Shipper Phone Number
- Customer Account Shipping Frequency/Volume
- Customer Account Billing Type
- Customer Account Holder
- Customer Account Name
- Customer Account Issuer
- Customer Account Number
- Customer Account Shipping Frequency/Volume
- Customer Account Establishment Date
- Customer Account Billing Type
- Internet Protocol (IP) or MAC Address used during creation of Customer Account
Conditional Data Elements required under certain conditions:
- Shipping cost
- IP or MAC address used to initiate the shipping transaction
- Biographic Data
- Uniform Resource Locator or “URL” of the product
*Note: the Verified Known Consignor data element will be part of a known shipper program that will confer trusted trade partner benefits to vetted trade entities. This program will be initiated within the year which will allow CBP to review already established foreign Verified Known Consignor programs to concur with CBP vetting practices and accept established Verified Known Consignor numbers, noting that it is within CBP’s sole discretion to recognize established known consignor programs. By providing an approved Verified Known Consignor code, the ACAS filer/consignee will not have to provide most of the Enhanced ACAS data listed above. More information about the new known shipper program will be disseminated once established.
CBP would like to highlight that there will be a one-year informed compliance period. ACAS filers are strongly encouraged to provide the optional data elements to expediate clearance. CBP will publish updated Advance Air Cargo Screening Implementation Guide (ACAS IG) on CBP.gov and future updates will be considered as CBP continues to engage with internal and external stakeholders.
